The UNOPS Geneva Office, acting as the hosting agency of the RBM Partnership to End Malaria, is looking for a suitably qualified and experienced entity referred herein as ‘Agency’, to conduct support with concept development, partner outreach, Government Engagement and Program Management and Communication of the Changemakers Collective
The supplier will be responsible for the following objectives:

The supplier will be responsible for the following objectives:
1) Concept development
- Work with IHF, APLMA, RBM and the World Economic Forum teams to develop the working concept into a viable proposition to be shared with potential partners.
- Develop communication & outreach materials to support outreach activities, including investment cases with objectives and expected outcomes
- Undertake stakeholder mapping to identify and segment potential partners for outreach, including affiliated World Economic Forum Members and select philanthropies.
- Organize individual meets and pitches with potential funders leading to active engagement with the Collective, including through funding, in-kind support, leveraging of corporate technologies and skills, and onboarding of new partners. IHF, APLMA, RBM to provide active support as required.
- Organize multi-partner roundtable for funder consultations, and alignment on the goals & programs of the Collective, as required.
- Organize individual meets and pitches with relevant bodies within the central & state governments in India leading to onboarding of government partners in the collective. These partners should endorse the aims of the collective and assure support for policy development, advocacy, program funding and implementation. IHF, APLMA, RBM to provide active support as required.
- Organize multi-partner roundtable for partner consultations on the goals of the Collective.
- Develop, coordinate and manage the individual activities leading to the announcement of the Collective.
- Develop a long-term plan for the management of the Collective, including budget and management needs.
- Develop, coordinate and manage activities following the announcement of the collaborative, leading to setting up of and handover to the management team of the Collective.
- Develop and manage all internal & external communication activities related to the above two phases.
- Provide weekly updates and get guidance from steering committee (IHF, APLMA, RBM, WEF)

New clarification added: QUESTION: For developing and managing communication activies, what is the nature of service that's expected from the consultant? Is onboarding third party vendors (website, PR) to design and announce the launch under the purview or is the role restricted to just development & dissemination of the concept among selected parties? ANSWER: The consultant is expected to develop communications materials that can be fully deployed after the consultancy is completed. That process will likely involve testing some of the messages and materials with prospective partners. The consultancy will not be required to onboard third party vendors.QUESTION: What level of detail will be needed for the development of the long term plan for management of the collective? Will high level budgets & structure suffice or is a more detailed roadmap around long-term sustainablity, org structure, JDs etc needed? ANSWER: High level budgets and structures will be sufficient for organization of the sustainability plan. However, it would be best to include a menu of potential options, with their costs and benefits included.

New clarification added: QUESTION ; Wanted further clarity on answer posted to the question: Conflict of Interest: Would the winning agency be precluded from applying for the secretariat in the future, if a future RFP is floated for the Changemakers' collective secretariat?Will the selected supplier not be considered for any future engagement or is it yet to be ascertained?ANSWER: The winning agency is not precluded from applying for any new UNOPS solicitation process. This particular solicitation is exclusively for the services listed in the TOR. The supplier may apply to future UNOPS solicitation process and is free to apply to other organisations' solicitation processes following their own rules and regulations.

New clarification added: Q1. Scope of work related:Section II of the Schedule of Requirements for Consultancy Services states that the expected timeframe for the work will be to complete by 30 April 2021. The question here is whether this deadline is only for the 5 tasks listed under deliverables and Outputs or for 4 objectives under objectives and expected services.A1. The deadline applies both for the deliverables and the activities. The expected services listed under the Objectives section are needed to produce the outputs/deliverables.Q2. Timeline related:When is the project expected to start?A2. After the tender closes an evaluation process starts, which normally takes around 1 to 2 weeks and a contracting period follows. We are aiming to start the soonest possible.Q3. Budget related:How much is the budget for the said tasks? A3. The budget cannot be disclosed. The bidders will have to come up with a budget based on the associated costs needed to carry out the services.

New clarification added: Question 1) Conflict of Interest: Would the winning agency be precluded from applying for the secretariat in the future, if a future RFP is floated for the Changemakers' collective secretariat?Answer 1) There is restriction on UNOPS side for the selected supplier to apply for future UNOPS solicitations or other organisation's solicitation processes, who will determine their own regulations and procedures.Question 2) Will the secretariat for the Collective and the collective be an autonomous entity or would it be hosted by a government/private agency?Answer 2) The future status of a secretariat for this group remains to be determinedQuestion 3) Would the secretariat be tasked with fundraising and resource mobilization for the collective?Answer 3) Any future RFP would not be designed by this consultancy. This solicitation will cover only the services requested and described in the document "Schedule of Requirements"
