The United Nations Office at Nairobi (UNON), on behalf of Climate Technology Centre and Network (CTCN), United Nations Environment Programme (UNEP) invites qualified interested firms to submit Expression of Interest (EOI) to participate in the upcoming solicitation for Provision of Technical Services for implement a GCF readiness proposal on Enabling Readiness for Capacity Building on Installation and Maintenance of Solar PV in Timor-Leste. CONTEXT OF REQUIREMENTS: Timor-Leste has limited capacity in terms of technical and management skills to ensure the sustainable use of renewable energy technologies. According to the Integrated Vulnerability Assessment (IVA) conducted at the village level in 2018 by the Government of Timor-Leste’s Secretary of State for Environment (SEE) and National Directorate of Climate Change (NDCC), many of the installed solar PV systems have fallen into disrepair, with no schemes in place to provide financial and technical capacities for long-term maintenance and spare parts. In the absence of such competencies, households revert back to using traditional sources of energy such as fire wood, candle nut, and kerosene lamps leading to resulting in air pollution and deforestation. In order to address these challenges, Timor-Leste with support from the Climate Technology Centre and Network (CTCN) sought readiness support from GCF. CTCN provided technical assistance in developing the GCF readiness proposal. The GCF readiness proposal is approved now with overall objective • to strengthen the techno-managerial capacity on installation and maintenance of Solar PV in Timor-Leste, particularly for rural communities through technical professional staffs of environment, energy specialists, Ministry of Public Works (National Directorate of Renewable Energy) and National Centre for Employment and Professional Training of Tibar (CNEFP); • to support in developing a comprehensive strategy to design a programme for enhancing effective use of solar PV in the country with a GCF note to seek related financial assistance Detailed requirement/TOR will be provided during the consecutive solicitation.
