New clarification added: Question 36With regards to Lot 4 Schedule of Requirements could you clarify the use profile and environments of the portable water purification units:- How long periods at a time are they in continuous use, days, weeks, months, years?- Are they used stationary or are they changing place and water source frequently?- Are they indoors or outdoors (or both) when in use?- Is there a requirement for weatherproof box for the unit?- Is there requirements on water resistance for the unit (IP65 or IP67)?- Should the filters be possible for easy change when in use or is the filter change normally taking place between use periods?- Should the purification unit and battery be installed and operating in the same, weather proof box?- Can the system be taken out of the box during maintenance and change of filterAnswerThe purifiers will be used in remote areas (rainforest, rainy areas, drier areas, inland, close to the coast) with different conditions considering the size of the Amazon region. They should be easy to operate by the firefighters.1. The purifiers will be used on an ongoing basis for up to 3 months.2. Purifiers will changes locations, but we expect this will not be often.3. Most of the time they will operate outdoors, at best they will be protected by a tent.4. The box should be weatherproof as the region is very humid.5. There is no specific water resistance requirement but the box should be weatherproof. Feel free to include information about any water resistance standards your product meets.6. We are seeking simple systems which facilitate filter replacement when in use in remote areas, with replacement components easily availabe in the Brazilian market.7. We are open to solutions with the battery inside or outside of the box which contains the purification unit.8. A system which is taken out of the box for maintenance and change of filter is fine. Please ensure that filter replacement can be easily carried out by firefighters when deployed in remote areas.

New clarification added: Question 34For Lot 4 in Schedule of requirements Item #2 is requested for deep-cycle battery 12V. In clarifications answer to question nr 30 you have said that the capacity should be 60 Ah minimum. Are you expecting this battery to be a Lithium or AGM (lead) battery as there is a huge difference in efficiency and weight? Or could we offer alternatives with both?AnswerFeel free to offer both alternatives.

New clarification added: Question 33With regards to battery capacity, as already mentioned in item #1 of Question #30, it's relevant to say that 60+ Ah batteries will provide more autonomy (of approximately 14h), but are significantly heavier (weighing approximately 14kg). A 30 Ah would provide around 6h autonomy weighing around 8kg. In other words, smaller battery capacity (Ah) means less autonomy (h), but also less weight (kg). Please clarify what's the crucial parameter and if the guideline of 60+ Ah batteries still remains.AnswerThe guideline of 60+ Ah batteries remains.

New clarification added: Question 31In Lot #2: Firefighter helmet sets (including goggles and flashlight)-Does the Helmet have to be compliant with any standards?-Does the Helmet have to include neck protector?Answer1. The minimum requirements are the ones stated in Section II - Schedule of Requirements. The helmet should be appropriate for fighting wildland fires. Feel free to include information about any standards your helmet complies with.2. Neck protectors are not required.

New clarification added: Question 30What is a requested battery capacity (in Ah)?From my experience, you need 3 panels of 80 watts to get 4000 liters a day.Answer1. 60Ah or above.2. The exact configuration of solar panels is up to the suppliers, as long as it is appropriate for operating the equipment.

New clarification added: Question 28Considering that the great majority of solar panels are manufactured in the Far East and distributed by local companies, please reconsider as mentioned in Question #15 whether solar panels will also need to submit Form E – Manufacturer’s Authorization Form and confirm that will not be needed to submit the respective Form.AnswerIf you are unable to obtain the manufacturer's authorization for the solar panels, please include in your submission an explanation of the steps you took (such as emails sent) to try to obtain this authorization.

Please clarify whether the jacket have change to plain yellow and the pants plain dark green.AnswerOnly the requirements in the ITB will be considered. Reflective stripes are not required on the jacket or pants.

The equipment will be used at lakes and rivers in the Amazon region. In your proposal please include the raw water requirements of the equipment you are proposing.

New clarification added: Question 19Form G: Tehnical Bid Form, in the delivery requirements for the Goods coming from outside Brazil, the supplier shall provide HAWB with MAWB+HAWB number to UNOPS. Please clarify if the transportation mode should by air. Is sea transportation acceptable?AnswerTransportation may be by air or sea. However, please note the delivery time of 60 days for arrival at final destination.

New clarification added: Question 17On lot 4 Is it that one purifier is required to produce 4000litres or all the 100units need to produce 4000litres also, the maximum 10kg weight is it inclusive of the solar panel and the battery .Answer1. New clarification added: Question 16In the Form G: Technical Bid Form there are two (2) differing Delivering requirements and Comparative Data Tables. In the first one delivery place and incoterms rules DDP is stated and in the second table DAP (Incoterms 2010) including unloading of goods at the stated adress is stated. Should it actually be DAT (delivered at terminal (unloaded) according to Incoterms 2010 or DPU (Delivered at Place Unloaded, Incoterms 2020))? It is not required for the deep-cycle battery or transportation box.

New clarification added: Question 14In the schedule of requirement Lot 4, Water purifications sets there is a maximum weight requirement of 10 kg. Does this include also the weight of deep cycle battery, solar panels and transport box in which the water purifier may be installed?AnswerThe 10kg requirement does not include the deep cycle battery or the solar panels. It is envisaged that the equipment would be enclosed in a box as shown in the photos in the technical specifications. This box should be included in the 10kg.

New clarification added: Question 111. Should we understand the lead time as the time of supply, transit time excluded ?Indeed, sea-transit time is quite long according to the country of departure. Including transit time in the lead time you mentioned in your RFP (60 days) would prevent almost all countries except Brazil from taking part in this RFP, as for 100 water treatment units to be produced in a month for example.2. As ITB specifications are identical to RFI specification, should we understand that alternative proposals to the one shown on the pictures are not possible?Answer1. Unfortunately we require the equipment by July in time for the dry season. If you can deliver at least part of the lot within or shortly after 60 days you are welcome to submit your proposal and it will be taken into consideration.2. We are open to alternative solutions which meet similar needs (water production capacity, portability, able to operate off the grid and using water from lakes and rivers, etc.).

New clarification added: Question 8: We understand that companies that only provided informations for documents and technical specifications of this current ITB, and have not participated in its elaboration, are not framed within conflict of interest as in Article 4, Section I - Instructions to Bidders. Is this understanding correct?Answer: UNOPS consulted with several suppliers while preparing the technical specifications to meet the partner's needs. This consultation does not constitute conflict of interest under Article 4, Section I.

New clarification added: Question 7: In relation to Lot 3, it is requested for Item 1 NFPA 1977 Regulation without any equivalences but in Item 2 NFPA 1977 (Wildland Standard) and CAL / OSHA Regulation 34056 (c) (1) Federal test 191 Method 2903.2 both with equivalence. Is it accepted for both items clothes with equivalent in : European or International products certifications? Is there any technical comparison criteria to evaluate? For example, lighter fabrics and with a better level of protection for hot climates than what is required?Answer:- In Lot 3 Item 1, please read "NFPA 1977 or equivalent".- The evaluation method is "Lowest priced substantially compliant offer". Offers which exceed the minimum requirements are acceptable. Please provide sufficient information to help us understand the product that is being offered and how it meets or exceeds the minimum requirements.

New clarification added: Question 4: We understand that the output water to be treated by the Water purifier sets as in document Section II Schedule of Requirements, Lot No 4, must be potable according to local legislation. We also understand that the parameters color, turbidity, taste, odour, total coliforms, heterotrofic bacteria, e.Coli are comply with local potability standard defined in Portaria de Consolidação nº 05/2017 Ministério da Saúdo - Anexo XX. Please confirm the previous exposed.Question 5: We understand that the raw input water to be treated is from rain, underground wells, lakes and rivers; non-brackish/saline water and with turbidity of up to 15 NTU. Please confirm the previously exposed.Answer:- The output water must be potable according to national legislation or equivalent. Equipment which provides water which complies with Portaria 05/2017 from the Health Ministry is fine. - The raw input water to be treated is from lakes and rivers in the Amazon region and does not include brackish/saline water.
