Description

The purpose of this Request for Proposal (RFP) is to enter into a non-exclusive Long-Term Agreement (LTA) with successful bidders to provide individual evaluation consultancy services for UNAIDS. The aim is to identify and select a pool of suitable individual evaluation consultants who can work individually or as part of a small team to carry out evaluations, assessments, reviews and related assignments.

Each assignment under the LTA will be guided by specific Terms of Reference clearly stipulating the nature and scope of the work, deliverables and required activities. The daily rate will be agreed in the LTA and the LTA holder(s) will be requested to indicate their availability at the time of an assignment and indicate the total cost for the deliverables, including travel and other costs, as applicable, and the timeframe for delivery.

UNAIDS will select one or several LTA holders from those who are available to carry out a particular assignment within the required time period. Typical assignments will be for 15-30 days, working individually or with 1-2 other consultants under the coordination and direct supervision of UNAIDS evaluation office or a lead consultant for the assignment designated by UNAIDS Evaluation Office. Assignments may include travel for approximately one third of the total number of days.

Assignments will be based on UNAIDS 2020-2021 evaluation plan, which was approved in December 2019, and any possible revisions or updates to it. LTA assignments will primarily be evaluations related to the work of UNAIDS Secretariat but may also cover the HIV-related work of UNAIDS Cosponsors. Assignments may also focus on strengthening UNAIDS evaluation culture and capacity, the use of evaluations, professionalization of evaluation, stakeholder engagement, collaboration on evaluation and quality assurance of evaluation reports. Separate requests for proposals are expected to be issued for evaluations of the work of UN Joint Programme on AIDS, i.e., the HIV-related work of UNAIDS Cosponsors and Secretariat.

UNAIDS intends to award multiple LTAs to obtain these services for an initial two-year period, with a potential extension of two additional years, subject to satisfactory performance and re-evaluation. UNAIDS current annual volume for this type of services is approximately USD 250,000 per year in total.

UNAIDS is an organization that is dependent on voluntary contributions for the implementation of its activities. Bidders are therefore requested to propose the best and most cost-effective solution to meet UNAIDS requirements, while ensuring the highest possible level of service.
