New clarification added: Dear Bidder, Please note the below raised questions and our official responses in connection to the Request for Quotation, ref. RFQ/2020/13733:Question 15: We would like to know if you have mentioned the KVA required for each lot with altitude for each lot 2500 meter sea level?Answer : Please refer to the site condition as mentioned in the scope of work and technical specifications.( 2.SECTION (1) GENERAL DESCRIPTION 2.1. General Climatic and Site Conditions)Question 16: Is the KVA required already calculated or do you want us to do the calculation for each site with altitude?Answer : Please note that our request is stated in the Technical Questionnaire item 1.3 ( At Site Output/Performance KVA) because each manufacturer has their own derating rate and the bidder needs to complie with our requirement. Question 17: How much flow rate for fuel transfer pump 15 m3 /hr or 5m3/hr?Answer: Please note that the request is stated clearly in the drawing ( ELE-09 ) and BoQs which is 15 m3 /hr H20 m.Question 18: Kindly clarify this, in the site (LOT3 – M27) and (LOT4 – M30) we didn’t find the item description for (Control Room) in the BoQs while it is in the drawing details? Additionally the following items need the clarification:1. The fuel chamber has a drawing details for required sites while they haven’t an item description in the BoQs in all Lot’s.2. Concrete Foundation for the Chin Link Fence has a drawing details and it doesn’t have an item description in the BoQs.3. (LOT1 – MR2) (LOT3 – M27) and (LOT4 – M30) have Chin Link Fence in the drawing details but there is no item description in the BoQs.Answer : Bidder needs to stick the BoQs and price only what is required in these BoQs. If some items were in the drawing and not in the BoQ, then they are only for the illustration purpose for all bidders. Question 19: Can we submit our tender or offer our price for only one or two of the five projects mentioned in the tender?Answer : Yes, the bidder can participate in any lots they wish to participate in. Bidder can select the lots that they believe they can deliver.Question 20: Please confirm to us the time and the place of helding the meeting with your procurment staff. in order to enable us attend the meeting?Answer : Please note that the pre-bid meeting is already done in the 02nd of March 2020. It was mentioned clearely in the tender particular where the date and time were stated. This shall form part of the official solicitation documents. Please be guided accordingly

New clarification added: Dear biddersSubject: Minutes for the meeting with the bidders attended regarding the current RFQ for the supply, installation, and start-up of 13 generators to Sana’a, Yemen Two members from the procurement team and the WASH specialist held the opening of the meeting, where they introduced themselves and the attendees introduced themselves.UNOPS Team started the orientation by introducing UNOPS procurement policy, general conditions, and how to fill out the returnable schedules in a correct manner.- UNOPS Team also emphasized on the importance of bid security declaration document to mitigate risks associated with procurement process.- UNOPS Team also explained about the followed procedures for RFQs in accordance with UNOPS rules and regulations.- UNOPS Team informed the contractors that the procurement manual and the UNOPS general conditions are available in UNOPS website.- UNOPS Team encouraged the contractors to review the bidding documents carefully and regularly read their emails.- UNOPS Team listened to the contractors’ concerns.- UNOPS Team informed the attendees that the pre-bidding minutes to be shared with all invited bidders; who participated in the meeting and who could not participate as well.- UNOPS Team has gone through the bidding documents page by page and he showed the contractors what they are required to do. Also, general discussion about all the sections of the tender which includes the technical specifications, instructions to the bidders and the returnable schedules.- UNOPS Team has also emphasized to the contractors that the pre-bidding meeting is optional and it has nothing to do with the offers’ evaluation or selection.- UNOPS Team emphasized that the contractors should pay meticulous attention to all the returnable schedules including the provision of preliminary program, outline methodology, the proposed team and their C.Vs, and Key assets required especially the material engineer/expert.- It was also explained to them that the conflict of interest schedule is very important and also a witness should sign next to the representative’s signature.- UNOPS Team informed the suppliers that we would upload the procurement presentation and the lessons learned/common mistakes by suppliers and UNOPS suggestions, on the eSourcing. The presentation in procurement and eSorucing are translated in Arabic.- General discussion took place on the RFQ and the contractor raised some questions.Questions raised in the meeting by the bidders and below UNOPS formal answers:Question 1: for Lot 2, the 250 KVA with the 10% +/- range will make it very difficult to comply with the provision of a generator within this range? Answer: The range is fine and is available with many manufacturers. Therefore, it can be available. All bidders shall pay the attention that the generators will be installed in Sana’a where due calculation of the altitude is necessary. The minutes shall be part of the tender and be guided accordingly.

RFQ/2020/13733:Question 11: In all Lot’s There’s a drawing for the steel gate but there's no Item descript it in all BoQ?Answer: Then you are required to price what is only in the BoQ.Question 12: A clarification about Outer wall contains and units- the outer wall in lot 1 BOQ contain of hollow block concrete only and the unit is m2- the outer wall in lot 2 BOQ contain of hollow block concrete but in the drawing, there is a Stone masonry and the unit is m’- the outer wall in lot 3 BOQ contain of hollow block concrete and Stone masonry agreeing the drawings and the unit is m’Answer: - The work is only hollow block concrete and the dimensions in the BoQs description. - Please note that the description in the BoQs are matching the Drawing. Constructing the walls includes all the works of drilling 60 * 50 cm, the foundation, the stone of the basalt black stone, 40 cm thickness, the height of three qualities of each class 30 cm, a total height of 90 cm,the construction of Balak automatic lathe 40 * 20 * 20 (after the adoption of the sample Balak), and the plant by the Engineer as well as the works of reinforced concrete for the hand. The association has a mixing ratio of 1: 2: 4 and the arm of the weapon according to the drawings for the lower and upper field as well as the work. All works are done according to the accompanying drawings. - Yes, it's L.M which is correct in the BoQ and drawings.Question 13: Is there Reinforcement concrete in the walls such as grade beam or column?Answer: Please refer to the drawing and BoQsQuestion 14: A clarification about the fence: The description of the fence in the BOQ is different from the drawings?Answer: This shall form part of the official solicitation documents. New clarification added: Dear Bidder, Please note the below raised additional questions and our official responses in connection to the Request for Quotation, ref. RFQ/2020/13733:Question 3: Could you please to confirm the period of warranty will be 2 years For the whole work or for the gen set only ?Answer: The whole works will have a full 12 months of DNP (Defect Notice Period) as per the contract template. The gen set's warranty will be also one year. the typo mistake in the techincal questionnaire is now amended. please refer to the amended documents. Question 4: Kindly confirm that the required spare parts is for one year / 8000 hrs as per BOQ or two years as per RFQ_Section_II_SoR_Electrical Specs- item 3.13 - page 22?Answer: Please note that the required spare parts are now detailed and specific in the BoQs in the new amendment of this tender. As for the clause 3.13, this clause requires from you to only provide a sparate list of recommended spare parts by the manufacturer along with the submission. Question 5: Kindly confirm if the spare parts item mentioned in BOQ including all spare parts mentioned in RFQ_Section_II_SoR_Electrical Specs. - item 3.13 for warranty period , item 3.14 for Maintenance Spare Parts for the Whole Maintenance, and item 3.15 for tools?Answer: The same answer stated for question 4.Question 6:Can you please confirm to us the thickness of Steel Fuel Tanks? In the BOQ: it is mentioned,6mm thickness; whereas, in the Technical Questionnaire: it is mentioned 5mm thickness. Kindly confirm to us which one is required?Answer:The thickness is 6 mm. Tender is amended in the technical questionnaire. Please refer to the amended documents.Question 7:Could we please conduct a site visit to installation locations since it have maintenance in some lots such as clause 2.1.5 in Lot2 Sheet H8R and many other?Answer:This item is not required at all however, the item is now removed from the BoQ of the H8R. Please refer to the amended BoQs.Question 8: In Electrical Technical Specification, section (3) some specification not available in small rating power generators 450 and below and only available in large rating power generators as following :-1- Cylinders, Liners and Cylinder Cover no.( 3.1.1.8.)2- Lubrication Oil Priming Pump no. (3.1.1.16.) An electrically operated priming pump shall be provide for priming the engine lubricating system prior to starting.3- Cooling System no.( 3.6.) The radiator shall have a three phase 415 volt fan motor of adequate size complete with motor starter fused safety disconnect switch.Please double check these Specification Requested in the Tender . Can you extend the Bid dedline by one week since this is a big Project and allot of Docuemnts need to be prepared and submitted ?Answer: Your obervation is correct for (3.1.1.16) and (3.6) Please find below our feedback as below1- Cylinders, Liners and Cylinder Cover no.( 3.1.1.8.). All generators have liners and covers in the cylinders regardless of their size.2- Lubrication Oil Priming Pump no. (3.1.1.16.), The techincal specs is now amended to highlight that this is only applicable to high power rating. 3- Cooling System no.( 3.6.) As the fan is directly driven by the engine, the amendment is now reflected to the techincal specs. Please refer to the amended documents. Question 9: We would appreciate if we can visit the sites for those lots. Therefore, could you please specify the date and time of the site visits?Answer: Site visit is not needed as the BoQ is comprehensive of the needed items and servicesQuestion 10: Please clarify the following : How much flow rate for fuel transfer pump .whi L 5600 W power of motor flow rate 5m3/hr ?Answer: Please refer to our specification where it states that the required quantity (cubic meter / hours) and Head meter. Design Data The Ambient temperature 50°C please confirm the Ambient temperature Temeratures for Alternator and Engines ?Answer: It is correct the ambient temperature for all generators is as mentioned in the RFQ_Section_II_SoR_Scope of Work for all lots., and RFQ_Section_II_SoR_Electrical Specs.clause 2.1. General Climatic and Site Conditions: ambient temperature Max. 40°C. Min -5°C. While for the specific part ( Alternators ) of such generators is as mentioned in the RFQ_Section_II_SoR_Electrical Specs.clause 3.2.1. Design DataTemperature rise over ambient temperature. 65°C MaximumAmbient temperature 50°CThis shall form part of the official solicitation documents. Please be guided accordingly

Please check the sheets inside the excel spreadsheet itself where you will find more than one sheet in every lot.This shall form part of the official solicitation documents. Please be guided accordingly.

RFQ/2020/13733:Question 1: We have checked the BOQ of the of this tender we found out that we mentioned int the quantity table only one gernators of each while yor request is 13 Generator. Please share us the amaded excel sheet or send us your clarification in order to enable us proceed accordingly?Answer 1: The tender is divided into 5 lots, which means you will see 5 BoQs not only 1 BoQ. Additionally, each lot might contain more than one site therefore, more than 1 generator will required for every lot. Please check carefully the BoQs and go through all the sheets.This shall form part of the official solicitation documents. Please be guided accordingly
