Description
1.The United Nations (UN) Secretariat is mandated to provide a variety of air charter services that ensure safe, reliable and cost effective air transportation in support of UN operations. The United Nations Procurement Division (UN/PD) is responsible for procurement of such air charter services in support of UN field missions, based on technical and operational requirements set forth by the UN Department of Operational Support.
2. On behalf of the United Nations Mission in Iraq (UNAMI), the United Nations Headquarters intends to contract One (1) Medium Passenger Fixed Wing Aircraft. The services are expected to be required in the Mission Area of Responsibility (AOR) starting on 1 July 2020 or soon thereafter, for a period of one (1) year with the option to extend for two (2) optional one year periods. The aircraft shall be based in Baghdad, Iraq but for operational reasons the aircraft may be relocated. The operating area will include but not limited to Iraq, bordering countries, Kuwait, Jordan, Syria, Iran, turkey, Yemen, Saudi Arabia and Africa.
3. The operator shall provide the aircraft services mainly for passenger flights, VIP, negotiation liaison. When needed the operator may also be required to undertake other types of services which may include transportation of Dangerous Goods (DG) and general emergency evacuation.
4. AIRCRAFT CONFIGURATIONS:
i) The UN is particularly interested in responses from Carriers that can provide the following types of aircraft:
Embraer 135, Embraer 140, Embraer 145, CRJ 200, CRJ 100, BA-146, Fokker 28, Dornier 328 Jet, or similar.
ii) Passenger : The aircraft must be capable of minimum 320 knots, transporting at least 30 adult passengers of 85 kgs each, with baggage of 27 kgs each (20 Kgs checked in + 7 kgs Carry on) from the following airfields; Baghdad, Erbil, basra, Sulaymaniyah, Najaf, Kirkut , Kuwait, Baku, Tehran, Sanaa, Aden, Djibouti, Ankara, Ashgabad, Amman at an average temperature of 45 degrees celcius.
iii) Lying Passenger: Capable of accommodating and securing a minimum of 2 passengers on stretcher (as part of aircraft equipment).
5. Answers to the EOI should come from companies with proven experience for projects of similar scope and profile. Because of the highly dynamic nature of the flight operations in the UN Field Missions specialized and extensive breadth of this project, Air Operators are expected to have substantial and proven record of accomplishment and demonstrable expertise in the required disciplines.
6. Vendor Response Forms and Questionnaire must be completed in full. Please also indicate the type of aircraft available for the requirement. The UN reserves the right to reject Expressions of Interest documents that are incomplete, or are received after the stated deadline. The Procurement Division reserves the right to change or cancel this request at any time.
