Provision of Policy Framework Analysis and Recommendations on employability and entrepreneurship of returnees in Central Asia

The International Fund for Agricultural Development (IFAD), a specialized agency of the  United Nations based in Rome, Italy, hereby solicits proposals for the Provision of Policy  Framework Analysis and Recommendations on employability and entrepreneurship of  returnees in Central Asia
The procurement process aims to select a consulting firm or a consultant to implement a project which consists of:
I. Preparation of a comprehensive report which covers existing policies and initiatives  focused on reintegration of the returnees in three countries, as well as identification of  current reintegration requirements of returnees in Tajikistan, Uzbekistan, Kyrgyzstan, with a focus on priorities in rural areas.
II. Preparation of a comprehensive set of recommendations for public and private  sector stakeholders on improving the employability of returnees, adjusted to the needs and reality of rural returnees and their communities.
III. Development of an Action Plan that includes actionable proposals to reinforce the  employability and entrepreneurship of returnees, particularly in rural areas.
The project shall cover three countries: Tajikistan, Kyrgyzstan, and Uzbekistan. It is the subject of a single lot and a single contract with the same service provider.
