Tender description: Provision of Web Presentation and Interface for Tuvalu

The RNI Heritage Project seeks to establish a living and evolving digital cultural heritage repository to continuously capture and preserve the culture and heritage of Tuvalu as part of the efforts to address existential threats posed by sea-level rise amidst the climate crisis. 
The planned repository aims to preserve and facilitate access to the cultural heritage of Tuvalu, drawing on practices and traditions of current communities, including storytelling.  
The project is a collaborative collaborative effort between UNOPS/RNI and the German Archaeological Institute (DAI). 
The back end database management system (DBMS), including secure storage of digital assets and metadata, has been already built by the German Archeological Institute (DAI) through the project Work Package 2 (WP2) -  Technical implementation of the Digital Repository (Digital assets management system) using flyer software. Building on the DBMS, the project now seeks to work on the Web presentation and Interface - the front end - WP3 to obtain an intuitive and user-friendly public-facing portal, through which different stakeholder groups can access and engage with the digital assets stored in the WP2 repository. WP3 is intended to complement, and not duplicate, the repository functions delivered under WP2. The Contractor shall therefore design the web presentation and interface layer in a manner that builds on the repository architecture, data structures, and access logic established under WP2, while focusing on user experience, accessibility, interactivity, and differentiated presentation for multiple stakeholder groups.
The work packages are structured to be complementary and parallel in the project documents i.e. DAI responsibility for WP2 (software back-end) and UNOPS responsibility for WP3 (software UX user interface). However, a Joint Task Force has been established to ensure coordination between the different project components and stakeholders.  
RNI Head of Secretariat (Senior Programme Manager) will be the primary point of contact for the project and he will be responsible for the editorial input required for WP3. 
The responsible person for the sign off is Andrea Milan 
The contractor will be responsible for the training of the end-users and editors at the end of the project implementation. 
RNI is the end beneficiary of the product and they will be responsible with DAI for the hand-over of the final product to the Tuvaluan partners.
