The International Fund for Agricultural Development (IFAD), a specialized agency of 
the United Nations based in Rome, Italy, on behalf of the Food and Agriculture 
Organization (FAO), the Office of the United Nations High Commissioner for Refugees 
(UNHCR), the World Food Programme (WFP), the World Intellectual Property 
Organization (WIPO), and IFAD, hereby solicits proposals for the Provision 
of Services Supporting Financial and Interest Disclosure Programmes. The 
respective Ethics Office in each agency or programme is entrusted with administering 
the annual disclosure of financial and other interests’ exercise.
For each annual disclosure exercise, the selected service provider, under the direct 
supervision of the Ethics Office in the respective agency or programme, shall have the 
following main tasks:
• Review the applicable policies and guidelines, together with the supporting 
documentation provided by each agency or programme;
• Provide recommendations for improvement of the review process aligned with best 
practices, where appropriate;
• Attend initial briefing sessions with the respective Ethics Office in each agency or 
programme to discuss the review process, including the software used in each 
agency or programme;
• Ensure appropriate set-up of and access to the software used in each agency or 
programme;
• Monitor submissions in real time and provide the Ethics Office in each agency or 
programme with regular status updates; 
• Verify completeness of the submissions and solicit in real time from filers (through 
the software or email/calls) any additional information/documentation or any 
clarification in respect to their submission, as required;
• Based on instructions received from each agency or programme, send up to a 
maximum of three reminders for filers to submit the questionnaire/statement, or to 
provide additional information/documentation or clarification;
• Where relevant based on specific agency/programme instructions, screen the 
submissions and close those for which the filed submission does not include any 
“Yes” responses or otherwise require detailed review. 
• Conduct a confidential review of all submissions to assess possible conflicts of 
interest (perceived, potential or actual), in accordance with the applicable policies 
and guidelines provided by each agency or programme;
• Inform the Ethics Office in each agency or programme of any conflict of interest 
(perceived, potential or actual) on a regular basis and make recommendations, as 
appropriate, on action to be taken to resolve and/or mitigate such conflicts of 
interests in line with the applicable policies and guidelines in each agency or 
programme;
• Based on agreed upon instructions from the respective agency or programme, 
provide timely responses to filers on their submissions and queries on both technical 
and substantive matters arising in the context of the disclosure exercise; 
• Send email to filer confirming closure of the submission, as appropriate;
• Ensure the security, integrity and strict confidentiality of all data related to the 
disclosure exercise.
• Produce a detailed anonymized draft report on the disclosure exercise, including an 
analysis of the submissions, based on the applicable policies and guidelines, and, 
where applicable, the outcome of the verification process.
