Description

Under the overall framework of the “Accelerating Progress towards Economic Empowerment of Rural Women (RWEE)”, )”, a Joint Programme (JP) of UN Women, FAO, IFAD and WFP, UN Women aims to sensitize and raise awareness among the programme beneficiaries (rural women and women’s groups) and local relevant government stakeholders in three districts. In total, 6600 rural women beneficiaries in three districts will be supported under the RWEE JP by UN agencies participating the JP (UN Women, FAO, IFAD and WFP). UN Women will ensure the gender components are well integrated throughout the programme of all participating UN agencies. UN Women will also work closely with the Men Engage Alliance (MEA) (for HeForShe campaign and also linking it with the media), spouses, school teachers and students.

 

In this context, UN Women is seeking for an institution to carry out capacity development[1] on GESI responsive concepts and approaches with the programme beneficiaries (rural women) and local-level stakeholders. The scope of work of the institution requires experience and in-depth understanding of gender equality and women's empowerment with thematic expertise on women’s economic empowerment, agriculture, economics and social policy to translate UN Women's Strategic Plan in the area of women’s economic empowerment into effective programmes and results.

The specific objectives of this assignment include:

  • Develop a training package/manual in Nepali for Training of Trainers (TOT) and capacity development trainings for six project staff, rural women beneficiaries and relevant government officials in three districts focusing on GESI responsive concepts and approaches, women’s leadership, GESI approach in the context of the ADS, Gender Responsive Budgeting (GRB) and Right to Information (RTI) (linking it with the MEA, men and boys, spouses, students and the media). The training will build the capacity of rural women and men and boys (including the spouses) at a community-level to bring positive changes in their communities and government staff are capacitated to ensure enabling environment for gender responsive service delivery
  • Provide TOT to six project staff (contracted by FAO) on sensitization, awareness raising and capacity development on GESI as well as gender responsive approaches for programme management. The TOT shall enhance the capacity of the six project staff to ensure and monitor the integration of gender-responsive components throughout the RWEE JP at the local level (Sindhuli, Sarlahi and Rautahat districts), and train them to serve as field-level trainers for target beneficiaries and other community stakeholders.
  • Provide trainings to rural women in close coordination with the six TOT trained project staff on women’s leadership and participation (linking their participation at local level policy dialogues and policy making forums and processes such as local development, climate resilient agriculture, land etc.) also establish linkages with the men and boys, spouses so that women and men in the community are able to bring positive change in their communities)
  • Provide trainings to local government officials on women’s leadership, GESI strategy of ADS, GRB and RTI to strengthen their capacity to ensure enabling environment for gender responsive service delivery.

[1] UN Women defines ‘capacity development’ in its global strategy as follows: Capacity development is the process of enhancing, improving and unleashing capacity.  In the context of UNIFEM (now UN Women)’s mandate and its SP 2008-2013, capacity development is aimed at ensuring the development and inclusion of gender equality commitments in normative frameworks and the implementation of those commitments at national, regional and global levels.  UNIFEM (now UN Women) seeks to develop the capacity of its key partners and constituencies, e.g., government institutions like national women’s machineries, key ministries, policy and service delivery institutions, women’s groups/networks and other gender equality advocates. UN Women is adopting the interrelated yet distinct concepts of individual competencies, collective capabilities and system capacity. Individual competencies refer to knowledge, skills, mindsets, attitudes and motivations. Collective capabilities refer to the abilities of a group, organization or an institution to commit or engage, carry out tasks, build relationship and legitimacy, learn and adopt and find balance among the different pressures on a group, organization or an institution to engage strategically. System capacity is the overall ability of a system to create public value. It emerges overtime out of the interactions between individual competencies, collective capabilities and dynamic external context (e.g. political, social, economic and cultural) in which an institution is embedded.
