RFQ for Better Work Learning Management Systems
Background
Better Work (www.betterwork.org) is a partnership between the United Nation’s International Labour Organization (ILO) and the International Finance Corporation (IFC), a member of the World Bank Group. Better Work is a comprehensive programme bringing together all levels of the global garment industry to improve working conditions and respect labour rights for workers, while boosting the competitiveness of apparel businesses.
COVID-19 has drastically changed the way in which learning can take place, expediting the need to digitize learning content to reach workers and managers virtually. During these unprecedented times Better Work cannot conduct its in-person training as usual and many factories and suppliers won’t be able to attend in-person sessions. Better Work seeks to design a blended learning model, which combines facilitated sessions with digitalized elements of our training materials in shorter micro learnings, videos and quiz format.
Objective
We are seeking a partner for continuous improvement and maintain the existing Learning Management System and to continue digitize contents from Better Work training materials, creating a series of digital trainings (composed of animated videos, gamified material and quizzes or other means). The training digital contents are in English and other languages that are mainly used by Better Work country programs, partners, stakeholders, and target audience. Images used in the contents must fit any cultural settings. This system is being used and will be in Bangladesh, Cambodia, Haiti, Jordan, Indonesia, Egypt, Pakistan, India, China, Philippines, Japan, Myanmar, Guatemala, Ethiopia, Sri Lanka, Tunisia, Thailand, South Korea, Portugal, Turkey etc.

Where and how are these trainings delivered?
The digital material will be loaded on tablets or used over mobile phone or computer when internet is available. The content should be functional with no internet/data connection.
The content from these digital trainings should be easily shareable on social media (such as Facebook), media platforms (YouTube) and communication channels (WhatsApp, WeChat). Please see country list above to ensure the content can be accessible in all target countries.
Monitoring and Evaluation
While these digital training modules will be available offline, we are looking at having a back-end platform that retrieves data from user’s experience and stored offline. This is needed for our M&E purposes.

Description of services needed
Better Work is seeking proposals from a Service Provider to provide the followings:
1. Migration from Existing LMS
- Seamless data migration from the current Moodle-based LMS (hosted by a vendor) to the new Moodle-based LMS.
- Develop a smooth transition plan to ensure minimal disruption of service for users.
- Transfer all existing courses in SCORM 1.2 and SCORM 2004 formats to the new Moodle platform.
- Transfer all existing users to the new Moodle platform.
- Conduct thorough testing post-migration to verify data integrity and functionality.
2. Server and Hosting Requirements
- Provide a dedicated server to host the Better Work LMS and all associated digital training content.
- Ensure robust server maintenance, security protocols, and regular backup solutions.
- Implement a mobile-responsive design for seamless access across various devices.
- Incorporate scalable hosting options to accommodate future growth and increased user activity.
3. SCORM Package Development and Localization Support
- Develop new SCORM-compliant e-learning packages tailored to Better Work and ILO requirements.
- Ensure content is developed in English as the primary language, with provisions for easy translation and localization.
- Provide localization services to adapt content to meet the needs of various countries and regions.
- Maintain compatibility with multimedia content, including videos, animations, and interactive elements.
4. Branding
- Integrate Better Work’s logo, colours, fonts, and imagery across all LMS pages for cohesive branding.
- Have a dedicate URL for the LMS e.g. https://BetterWorkLearning.com.
- Design certificates of completion with Better Work branding, including logos and custom design elements.
- Align communication templates (emails, notifications) with Better Work’s tone, style, and visual identity.
- Include a provision to display logos of Country Programmes/ Brands alongside the Better Work logo.
- Create a branded theme for the LMS, incorporating icons and visuals that reflect Better Work’s mission and values.
5. Administration
- Set up user access tailored to various groups, including factories, brands, and Better Work staff across different countries.
- Customize LMS access and content for specific country programs (e.g., Jordan, Vietnam), with dashboard support for each.
- Manage full administration, including creating user accounts, sending communications (emails, follow-ups), and generating reports.
- Offer multi-channel user support (WhatsApp, email, phone) with extended availability for countries requiring weekend training support.
6. Reporting and Analytics
- Provide detailed reporting and analytics to track user engagement, course completion rates, and key performance indicators (KPIs).
- Customize reports for stakeholders by country, factory, and brand, ensuring relevance and clarity.
- Integrate dashboards for real-time insights and user-friendly visualizations of data.
- Enable automated reporting with scheduled delivery to stakeholders.
7. User Support and Training
- Offer comprehensive training and support for system administrators and end-users.
- Create a dedicated help desk for resolving technical issues and offering guidance.
8. Compliance with Data Privacy Laws
- Ensure LMS compliance with global data privacy laws and ILO standards.
- Regularly audit and update policies to maintain compliance with evolving regulations.
- Provide users with clear information on data usage, security, and privacy measures.
9. Ongoing Maintenance and Updates
- Conduct regular system maintenance, including security updates, software patches, and feature enhancements.
- Perform periodic reviews to ensure the system remains aligned with organizational needs and technological advancements.
- Introduce new features based on user feedback and emerging trends in e-learning.
Timeline
Following contracting, Better Work is looking at finalizing this work as soon as possible with ongoing support, continuous improvement, update, and maintenance during 12 months.
Instructions for proposal submission
In addition to proposal that includes description on the tool/product, the following are expected:
- Overview of how we might work together
- Budget, including cost per module (there are more modules to be added in the future)
- Specific cost estimate per language.
- Specifically outline how the digitalized methodologies will support engagement of workers with low literacy and low tech literacy levels
- Sample of digital content that showcases the projects you have already undertaken and what visual images/content you envision for this project
Cost and payment schedule
Proof of deliverables and others will be requested during the contract period and according to the needs of the Better Work Program. A request will be made in the form of an email to the supplier which will set out the work to be done. The supplier should then send an email agreement to the proposal.
The supplier will only be paid upon satisfactory completion of deliverables and upon receipt of signed invoices, referring to deliverables as described in the contract with the respective amount and working days indicated.

All data and information received for the purpose of this assignment are to be treated confidentially and are only to be used in connection with the execution of these Terms of Reference. All intellectual property rights arising from the execution of these Terms of Reference are assigned to IFC and ILO. The contents of written materials obtained and used in this assignment may not be disclosed to any third parties without the express advance written authorization.
