DIGITAL ACQUISITION SERVICES FOR UNHCR PRIVATE SECTOR PARTNERSHIPS IN MEXICO, COLOMBIA, PERU AND URUGUAY

It is necessary that the selected agency(s) demonstrate the capacity to operate directly in the above markets or to partner with local agencies to meet our requirements. I.e. the selected company(ies) must have the capacity to buy digital media and optimize digital marketing programs in these regions directly, or through a partner agency. Depending on the technical proposals submitted we may need to select more than one agency in order to meet our requirements.

Please be informed that joint venture, or contractor/subcontractor relationship are allowed. In either case, bidder needs to confirm which company is the project lead to take responsibility of the commercial relationship. The bid is to be submitted under one company, as leader. The winner bidder will be the contracted party, responsible for performance. UNHCR will deal with only one party (as single legal entity) for the administration of the contract, in case of selection. Please read carefully UNHCR General Terms and Conditions (Annex D, page 3, clause 5) about subcontracting.

The selected vendor is required to manage and implement digital donor acquisition activities to help achieve the following objectives for the region (including Mexico, Colombia, Peru and Uruguay):

September 2019 - August 2020: To generate 4,200 new one-time donors and 2,900 new monthly donors 64,000 leads

September 2020 - August 2021: To generate 5,400 new one-time donors and 3,900 new monthly donors 78,000 leads

September 2021 - August 2022: To generate 7,000 new one-time donors and 5,000 new monthly donors 100,000 leads
