Purchase of Books
It is anticipated that the International Criminal Court (hereafter referred to as the ICC) located in The Hague, The Netherlands, will shortly be issuing a solicitation for the provision of Purchase of Books from 01/01/2020 for the period of three years. In this connection, the ICC is requesting expression of interest from qualified firms.
Brief explanation of the requirement
The ICC Library is a specialist internal resource aimed at meeting the information needs of all the Organs of the Court and affiliated independent offices by providing timely and expert circulation and reference services to elected officials, staff and interns. It has a collection of approximately 42,000 print items and a growing online collection. As defined by its collection development policy the collection focuses primarily on specific disciplines within public international law, in particular international criminal law and international humanitarian law, but also includes comparative and national criminal law, criminology, law of international organizations, terrorism and security studies and literature deemed of interest for the ongoing situations and examinations before the Court. While English and French are by far most widely represented, the Library collects in all languages, when relevant.
Currency and timeliness of the collection are of great importance to support the research needs of Library user groups. As such book ordering is conducted throughout the year, and although titles will normally be (pre-) ordered in bulk, urgent individual orders are also placed. The ICC Library collection is actively developed based on in-house selections and suggestions by its users. There are no intentions to introduce approval plans or patron driven acquisition at this time.
Objectives are to provide efficient, fast, reliable and competitively priced print publications based on ICC Library selections in English and French, and non-official languages.
The ICC Library will expect from the book vendor:
- Competitively priced print publications
- Ability to provide comprehensive coverage to subject areas of interest
- Ability to supply in English and other non-official languages
- An online catalogue of available publications for ordering
- An online ordering platform
- Out of print, antiquarian and second hand searching
- Consolidated delivery and invoicing
- Fast and reliable delivery of publications
- Urgent delivery of publications if specified
- New titles lists and/ or alerts according to agreed subject profiles
- Excellent customer service
A book vendor will be chosen for each language or language area of interest to the ICC Library, specifically French, Spanish, Arabic, Russian and English (including other European and Asian languages). Demonstrated experience in supplying libraries with publications in the relevant languages and language areas is expected.
