Terms of Reference

1. Description of Requirement

The United Nations Office at Geneva, Switzerland (UNOG), seeks Expressions of Interest (EOI) for a Request for Proposal (RFP) it intends to issue for the required services described below.

Required services or goods are the following:
The United Nations Institute for Training and Research (UNITAR) is making concrete contributions to developing the capacities of people around the world.
These accomplishments have enabled UNITAR to respond to the growing demand from UN Member States for training for capacity development in the fields of Environment; Peace, Security and Diplomacy; and Governance.

The training delivery program shall try to form a basis for establishing Technical and Vocational Training centers for oil- & gas industry in Nigeria. The overall strategy is for training and internationally qualifying of Nigerian work force with long term strategy of establishing training facilities in the country.

UNOG seeks the services of contractors to develop a Comprehensive Training and Capacity Building which is based on the following main assumptions:

Training delivery:
Regional close to Nigeria, total over 30 participants;
Other location, total over 20 participants

  • Millwright :
Millwright is in demand and a skill that need significant training to obtain full qualifications, as well as access to or investment in machines. Training for millwright is assumed for manual machining using lathe or a milling machine for manual operators.
  • Welding:
Welding skills at top level according to International Institute of Welding on Paris also requires a significant training if no starting knowledge. Training will focus on certification of trainees in the following areas: MMA 111 Sticks/electrodes, MIGMAG 136 threads, and TIG 141.
  • Instrumentation: hydraulics/tubing; instrumentation electro/piping
  • Electro and Automation:
  • Drilling Levels: 1 (introduction course) 2 (Roughneck) and 3 (Driller)
  • Other oil and gas related areas that may be requested based on partners’ needs.

Trainings must be over 90% hands-on and 5 - 10% theories. The reason being that most trainees have university degrees in engineering and equivalent training, but have done over 90% theories and less than 10% hands-on.

Time frame:
The total time frame for the project is estimated at 24 months, starting beg/mid 2011.

The contractor must be able to demonstrate experience in successfully delivering projects of a similar nature and scope to the above and should provide at least three references for such work including detailed specifications for each training area. This is essential to determine ability of contractors to deliver and quality control.
