Short Term Consultant, Tobacco Control Taxation Tobacco-free Initiative (Type of Contract: Individual Contract)
Background
The Tobacco-free Initiative (TFI) programme of the WHO Regional Office for the Western Pacific is mandated to assist Member States in the full implementation of the WHO Framework Convention on Tobacco Control (FCTC) in order to reduce tobacco consumption and save lives.
Objective of the Consultancy Assignment
The incumbent will collaborate with Member States and relevant technical units in the Organization by providing expertise in developing and managing activities in support of raising tobacco taxes and usage of a percentage of the revenues for tobacco control in the Western Pacific Region.
Description of Duties
Under the supervision of the Coordinator, TFI, and the guidance of the Director, Division of NCD and Health through the Life Course (DNH), the incumbent will perform the following functions:
- Provide WHO advice on the implementation of tobacco taxation in the Bloomberg Initiative (BI) priority countries and other relevant countries in the Western Pacific Region;
- Conceptualize, coordinate, and manage activities in support of tobacco taxation in the Western Pacific Region, and provide strategies for implementation of advocacy activities on tobacco taxation;
- Provide input to WPRO in programmatic work related to tobacco taxation and administration;
- Provide inputs to the Tobacco Control Economics Unit, WHO HQ on tobacco taxation efforts in the Western Pacific Region and coordinate on possible country support;
- Provide inputs to address tobacco industry interference and to delegitimize tobacco and the tobacco industry in relation to tobacco taxation efforts;
- Liaise with relevant internal stakeholders on other relevant activities related to fiscal policies; and
- Other needs as may arise in the unit
Qualification & Experience
Education
- University degree in public health, law or social sciences.
- Desirable: postgraduate degree in public health or its equivalent training.
Experience
- Minimum 5 years of experience in tobacco taxation and related areas (i.e. finance);
- Work experience in a national government is an advantage; and
- Desirable : experience with the UN system or international organizations, particularly with WHO Western Pacific Regional Office
Technical Skills, Knowledge and Competencies
Adept in tobacco taxation;
Ability to coordinate with external partners as well as work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct;
Good writing and communication skills; and
Proficient in MS Office
Languages
Written and spoken fluency in English is essential.

Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
Travel
The Consultant is expected to undertake duty travels (mission) as part of this assignment.
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO.
Visa requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
