Description
1.0 United Nations Assistance Mission for Iraq (UNAMI) intends to solicit proposal for the Provision of
MPLS leased line service between UNAMI KJSO office in Kuwait and the UNSB Valencia Spain, for a
2-year subscription contract paid on monthly basis and UNAMI reserves the right to extend the
contract for an additional year up to a 3 years total period (Initial period 2 years, plus 1 subsequent
year) and the availability of funds and satisfactory performance by the prospective contractor
2.0 UNAMI's requirement summarizes as follows:
2.1 The vendor must offer a tailor-made turnkey system (i.e., hardware, software, connectivity, support,
etc.).
Once installed the successful vendor is solely responsible for the maintenance and routine monitoring
of the system as well as ensuring the end to end security of the system while granting UN access to
to the both the key hardware elements of the system, as well as standard monitoring tools which must
be web based and as a minimum provide direct monitoring of the link utilization. If not available on
monitoring web page on monthly basis the successful vendor must provide statistics on packet loss
and jitter.
UNAMI at present have service running provisioned by Bonline (Gulfnet), it is expected that the
successful vendor make arrangements with existing service provider to take over existing circuits to
minimize work involved and downtime associated with transition of services if required.
2.2 Service Provider should be capable of providing international leased circuits (terrestrial connections) in
the form of a highly reliable MPLS leased Line Service from Kuwait to UNSB Valencia (Spain) 10Mbps
bi directional 10mbps upload and 10mbps download in the form of either MPLS circuit or IPLC leased
line circuit with a possibility to expand to 15mbps if required.
2.3 The leased line will be utilized for both voice/video and data traffic and requires the lowest possible
latency in ms between the two locations (exact addresses will be in the Bid), with guarantees on SLA
for both packet loss and jitter.
2.4 The requirement is for the circuit to yield fully symmetrical path, which means: 10 Mbs in direction
UNAMI Kuwait to UN Valencia and 10 Mbs in direction UN Valencia to UNAMI Kuwait with capability to
expand to 15 Mbps if required.
2.5 This above listed bandwidth must be guaranteed available 24/7/365. The Latency between border
routers on ends of connection must be less than 250ms.
2.6 Potential vendors must provide as part of their SLA ability to provision at least 4 class QoS on exp.
Bits, latency guarantees, Jitter and Packet loss limits on the end to end circuit.
NOTE: More detailed Statement of Works/Requirement will be given during the Bid process.
3.0 The Solicitation will be based on a detailed Statement of Works, UN General Conditions of Contracts
and other related documents which will be provided by UNAMI to all companies who will respond to the
EOI and qualify for the tender.
4.0 Please note the following:
4.1 This EOI is not an invitation for submission of a bid/proposal.
4.2 UNAMI reserves the right in selecting the invitees for the competitive bidding based on substantial and
proven records of performance in the subject field of activities and mere expressing an interest would
not automatically warrant for an document.
4.3 UNAMI reserves the right to reject EOIs received after the above deadline.
