New clarification added: Dear Bidders,Please note the below raised questions and our official responses in connection to the request for proposal, ref. RFP/2018/6100. Question (24): RFP Section II Schedule of Requirements references six sectors, but also calls out 8 sites. Please clarify which sites belong to which sectors.Answer (24): Sector 5 has FOB Maslah and Sector 1 has FOB Baledogle as extras. Question (25): Are pseudo-training aids allowable for in-country training?Answer (25): Yes, please refer to the Training Aid Slide on Pre-Bid Meeting PowerPoint Presentation, available in the “document” tab on eSourcing platform. Question (26): RFP Section II Schedule of Requirements Section V-Timing, Paragraph 260 Phase 1 indicates that “All personnel and equipment must be in Somalia before the end of” Phase 1. Please confirm this date is March 31, 2019.Answer (26): Mobilization and In-Country preparation shall be completed in 4 months from contract signing. In-Country preparation including accreditation shall take place in 6 weeks maximum. Contractor shall be fully operational by 15 June 2019. Question (27): May the contractor provide an alternative timeline for Mobilization from February 1, 2019 to June 14, 2019?Answer (27): Yes, as long as Mobilization and In-country preparation are completed in a 4-month period. Contractor shall be fully operational by 15 June 2019. Question (28): Are Mentor/Trainers required to attend Operational Accreditation? Will this take place parallel to EDDT Handler accreditation?Answer (28): Yes, Mentors and Trainers are required to attend the Operational Accreditation. This will take parallel to EDDT handler accreditation. Question (29): RFP Section II Schedule of Requirements Section 40 references that International staff members can only stay within Somalia for 9 weeks, unless extended by the UNMAS Project Manager. What is the process for requesting an extension?Answer (29): Contractor must abide by the rotational leave period of 9 weeks indicated in paragraph 40 Section II-Schedule of Requirements Extension to the 9-week cycle will be discussed case by case and will be approved on exemptional basis and not the norm. Question (30): Are there any restrictions on the nationalities of contractor personnel?Answer (30): No Restrictions This shall form part of the official solicitation documents. New clarification added: Dear Bidders,Please note the below raised questions and our official responses in connection to the request for proposal, ref. RFP/2018/6100. Question (17): In Form C (excel) we note the wages, living expenses and insurance etc. as shown in Table 1 for the Management Capacity has not been replicated for the Operational Capacity (EDD Handlers and Mentors). Is this correct? Answer (17): The Offeror is permitted to replicate the personnel management capacity table for the costing of Operational Capacity personnel resources. Question (18): Where will the accreditations of the EDD take place?Answer (18): As stated in paragraph 29 Section II-Schedule of Requirements, a Pre-Deployment Assessment (PDA) will take place at the EDD Organization facility. PDA might be waived when a contract is awarded to a Pre-Qualified EDD Organization. All EDD Organizations, regardless of whether they are pre-qualified or not, will be subject to an Operational Readiness Inspection (ORI) on arrival in Somalia and will not be permitted to commence operations until operational accreditation is received. For further details on the accreditation procedure, please refer to Anne A-UNOPS EDD Standards Question (19): Are there any training facilities available in any of the locations that we would be able to utilize during the contract?Answer (19): None that UNMAS supply. The contractor is responsible to ensure training areas at the allocated land spaces or at any other suitable area. Question (20): As per the response to Question 4 posted on the 21/11/18 is UNOPS still going to post the UNSOS rates for services waste disposal, access to sewage, non-potable water and electricity in the regional hubs?Answer (20): UNSOS is being consulted to provide the actual rates. The rates will be posted soon. Question (21): Can the management element cover each other on leave rotations?Answer (21): This will be accepted; however, any covering personnel must be at the same required qualification and experience level as the on-leave staff member. The offeror must clearly indicate the proposed rotation/leave plans and ensure self-sufficient operation. Question (22): Is it possible to get more than 50m2 space in some of the sites such as Kismayo were we are required to have 3 staff members and 6 dogs? Answer (23): UNOPS can only provide the land space indicated in paragraph 22-Schedule of Requirements. This shall form part of the official solicitation documents. Question (16): Is a Proposal Security (in the form of a Proposal bond) required as part of the proposal? Answer (16): As stated under “Particular” tab of the RFP, NO proposal security is required.

New clarification added: Dear Bidders,Please note the below raised questions and our official responses in connection to the request for proposal, ref. RFP/2018/6100.Question (8): Ref Section III "Comprehensive Records of EDDs to be deployed. This includes but not limited to the proposed EDDs training records, health/medical records, passports and previous deployments of proposed EDDs. At least 25% of the Comprehensive Records of EDDs required for must be submitted along with the technical proposal." Please can you confirm whether the bidder is expected to have the EDD at disposal for bid submission?Answer (8): At the time of proposal submission, the Offeror is required to submit comprehensive records of at least six (6) EDDs. This is in line with minimum qualification criteria indicated in RFP. Question (9): Please can you confirm whether it would be acceptable to submit two variations of the pricing spreadsheet? One to highlight cost efficiencies should multiple in-country contracts be awarded?Answer (9): As stated under “Particular” tab of the RFP, alternative proposals are NOT accepted for this RFP. Offerors shall submit only one Financial Proposal. Question (10): Please can you confirm whether it would be acceptable to deploy 50% of the required EDD for 15 June 2019, which would equate to x1 EDD per handler?Answer (10): Not acceptable. As indicated in paragraph 18 Section II-Schedule of Requirements, the contractor is required to maintain full operational capability to start operational phase of the contract. It is important to highlight that during the Mobilization Phase a pre-deployment assessment/accreditation will take place at the contractor’s home facility by UNOPS EDD Assessor/UNMAS EDD Ops Officer. Question (11): Is there an incumbent?Answer (11): At present SafeLane Global Ltd has a EDD Contract that will end on 30 June 2019 and the aim of this RFP is to have a new contract in place with the successful bidder as result of this RFP. Question (12): Can you provide us a point of contact for land allocation and costs associated with this?Answer (12): Offerors are responsible for conducting due diligence, research and coordinating with the relevant local authorities for guidance on registration to do business in Somalia. Question (13): The RFP Documents state that "The contactor may be required to deploy EDDT by helicopter to locations across the AOR, for periods up to 7 days". Can you please clarify who shall provide Helicopters and required teams?Answer (13): UNMAS will arrange for UN or TCC Helicopter. As indicated in paragraph 14 k) Section II-Schedule of Requirements, EDDT are to be provided by the contractor from the Sector the task is requested.Question (14): The RFP Documents state that "The contractor must be fully self-sufficient. The Contractor shall be responsible for the provision of all equipment, accommodation and office space as required across all the locations. The Contractor should note the following responsibilities: All costs related to establishing the accommodation including electricity/drinking water, internet and office running costs will be borne by the Contractor. The contractor is required to source and provide a suitable base/camp facility including kennels within MIA. This must include suitable kennelling and accommodation for Mogadishu based component of the contract.". Can you please clarify the size of sites, amount of units needed and the current utility costs?Answer (14): Please refer to paragraph 22 Section II. Schedule of Requirements for areas available to the contractor for execution of the contract. It is the offeror responsibility to comply with Kenneling and accommodation as per RFP requirements. The offeror shall conduct own due diligence, research and coordinating with the relevant local authorities for utility cost and running cost to house personnel, EDD’s and storage etc. This shall form part of the official solicitation documents. New clarification added: Dear Bidders,Please note the below raised questions and our official responses in connection to the request for proposal, ref. RFP/2018/6100.Question (1): Will the EDD used by SSF will remain in Somalia with the SSF after the contract ends. Answer (1): No, EDD are considered Category 1 Assets as described on Section IV- Item 3 Annex 1 Special Conditions. Question (2): Who is responsible for land allocation in MIA to be able to provide sufficient space to build a keenel area? Answer (2): The contractor is responsible for land allocation in MIA as well as for provision, running cost and maintenance of all Kennels as indicated in paragraph 20 Section II. Schedule of Requirements. Question (3): If UNOPS retains right to assets at end of contract it is assumed assets can be amortized over life of contract or UNOPS agree to pay difference? Answer (3):UNOPS will retain the right to assets only if the buyback option is applied for Category 1 Assets. The purchase price will be based on the depreciated net book value indicated in Section IV-Appendix B- Asset Log template and useful life of assets. Question (4): "Within Mogadishu, Baidao, Beletweyne, Dhobley, Jowhar and Kismayo should the contractor wish to use any of the services from UNSOS they are required to make a separate contract directly with UNSOS for this. UNSOS operates on a cost recovery bases and all services will be redeemed from the contractor these include but are not limited to waste disposal, access to sewage, non-potable water, electricity, cargo, flights." Previous requests to UNSOS for pricing has been refused - how do we get pricing for UNSOS supportAnswer (4): In order to provide same information to all bidders, UNSOS rates will be posted on eSourcing as part of the documents for this RFP. Question (5): The contractor must include a system of incentives for SSF Handlers for both periods of training periods and operational periods. The entire cost of this system must be clearly laid out included in the contractor’s financial proposal. Can you clarify what is and is not acceptable and should this not be a government/UN responsibility? Answer (5): The contractor is responsible to provide each SSF handlers a daily stipend of $4.00. Question (6): Can you clarify that the translators are to work with the Mentors? At present in the cost sheet they are grouped with the EDD handlers. Can you also clarify that only 6 are required despite having 9 mentors? Answer (6): The translators will have to work with the mentors at all times. An amendment to the excel financial template will be issued to reflect the changes from EDD handlers to EDD Mentors. A total of 6 translators are required on this RFP; There is 1 x translator per sector for S3 Baidoa, S4 Beletweyne, S5 Jowhar, S6 Kismayo and 2 x translators for S1 Mogadishu. The bidder may employ more translators to cover leave etc as per all positions on this RFP. Question (7): Please would you consider granting an extension to the submission deadline of ten days? Answer (7): Unfortunately, it is not possible as we are working in alignment with budgeting deadlines which are set. This shall form part of the official solicitation documents.
