New clarification added: Question#27:After taking a more in-depth look at the requirement the manufacturer has advised that the best lead time possible FCA (Incoterms 2010) is 6 months, which means with shipping by container the earliest arrival in Lebanon would be 7 months after the contract is signed. We realise that the UN has already extended the delivery period once, but if the Lebanese beneficiary is to receive the right products, this is the lead time they face. Even with the current requested delivery period, the goods would not be arriving until summer 2019 (assuming a 3 month decision making process from the UN) but the goods are designed for the later wetter season, so even with a 7 month delivery the goods will still arrive in time for the correct season to use them in. New clarification added: Question:1. For the color MultiCam and Coyote, could you please advise the design pattern of MultiCam and the Pantone No. of Coyote?2. Could you please provide more picture for detail inside construction of Rain Jacket and Pant and Backpack?Answer:An amendment will be raised shortly in order to add indicative pictures of the inside of the jacket, multicam pattern , coyote color and inside of the backpack.Those picutrue will be added under the documents section.

New clarification added: Question#24:We have some questions that require your confirmation.i.The over shoes. It seems like the waterproof shoes coverii.We found a mircofleece watch cap,the material is polar fleece is this ok ?iii. Does the backpack need to be waterproof? If so,how about the waterproof pressure?Answer:-Waterproof Over shoes to be worn over top of/cover the combat boot.-Polar fleece is acceptable for cap- Yes, backpack needs to be waterproof, rating should be minimum of 6,000mm, ideal 10,000mm+ rating in order to be water resistant. Conditions for which the waterproofing is required is light to moderate consistent rainfall, under light pressure, if designs are deemed to meet these requirements, then they are acceptable.

New clarification added: Question#22:We wanted to clear up what could be a potential issue with the pattern requested on the clothing. The specifications clearly state Multicam colouring on the uniforms and backpack. Please be aware that this is a patented colouring/pattern of fabric and therefore only a select number of manufacturers can actually offer the exact one. Any manufacturer not authorized to use the pattern under the patent rules could be sued by the holder and would in fact by lying to the UN if they offered Multicam . I would therefore ask the UN if they and the Lebanese Defense Forces are specifically asking for Multicam, or if other patterns that are not technically Multicam but are similar would be acceptable. Please advise.Answer:Design must be Multicam, LAF is currently issued this Camouflage design for all uniforms.Multicam is directly requested from the LAF as the pattern for all clothing.Similar pattern in design is not acceptable.

New clarification added: Question#21:Please clarify the queries for Items 1 & Item 2 (Rain Jacket and Rain Pant) - as follows:1. Is there any standard level which those item need to be meet ? for example is there any clearly standard level for the waterproof ?2. Are the lining of coats could be combine with Nylon and fleece or it's coat which assembly in 2 parts when the external part is waterproof and the internal one made from fleece and keep on warming,3. Is there and instruction regarding to the laces or the buttons or any other accessories?Answer: 1. Waterproof rating should be minimum of 6,000mm, ideal 10,000mm+ rating in order to be water resistant. Conditions for which the waterproofing is required is light to moderate consistent rainfall, under light pressure, if designs are deemed to meet these requirements, then they are acceptable.2. Outer layer or shell of jacket required to be nylon-polyester or synthetic material fabric in order to be waterproof, inner lining can combined materials, no requirement for waterproofing, however should aid in breathability.3. No specific requirement for buttons or laces, however zippers on jacket and pants should be water-resistant in some capacity, either by covered zipper, or waterproof zipper itself. Other designs are acceptable if they meet the required end state of water resistance.

New clarification added: Question#20: dear sir/madam we would like to know that will we be notified to send sample if we passed the Eligibility and Formal Criteria and the Qualification criteria？that is we do not need to send sample， only after we receive the notification of passing the Eligibility and Formal Criteria and the Qualification criteria from you？Answer:Samples are mandatory to be submitted from all participating bidders (without notification), and UNOPS will check the samples for the recommended supplier/s who passes the Eligibility and Formal Criteria and the Qualification criteria. New clarification added: Question#17:The UN ask for samples to be delivered as part of the evaluation, with proof submitted on eSourcing. In previous bids that needed samples the UN allowed an additional number of days after the deadline for the samples to arrive. Or they waited until evaluation started and then requested samples from certain bidders. New clarification added: Question#8:About samples, we have several questions.What is bermis seams?(3-Layer Windproof, waterproof, breathable materials with Bermis seams)Is advanta fleece?(Advanta inner lining)Is blood-borne pathogen antibacterial?Is this jacket a two-piece suit?What we usually do is FOB. Answer:-Bermis is a waterproof seam.-Advanta is the polyester + Nylon inner lining for the jacket and pants providing a waterproof layer.- Fleece is polyester/synthetic material, so it can be equivalent in material for a lining.-Bloodborne pathogen is anti-bacterial/anti-microbial.-The jacket is one piece, hood can be detachable or one piece attached to jacket at the collar.Question#9:For the Item 6-Over Boots in Section Ⅱ: Schedule of Requirements, please advise if the PVC insole is acceptable for you?Answer:Answer:PVC is acceptable, must be equivalent in design and waterproofing as NEOS overshoe.Question#10:The item 1-Rain Jacket, Could you please provide more detail technical information of the Polar Fleece Jacket and the weight of the inner lining.Answer:-Polar fleece layer is approx. 250g weight, long sleeve, with high collar.-Rain jacket should be able to fit over fleece layer if worn.Question#11:you are kindly request to clarify the sample sending:a complete clothing or the fabrics material shall be sent.Answer: Samples of the products for all the items to be sent. We would ask that this be extended to 20-25 weeksAnswer:Revised deliver period 18-20 Weeks, the revised "Schedule of Requirements" will follow accordingly.

New clarification added: Question#7:About the main fabric:Nylon as the main fabric cannot be used for camouflage printing. If polyester is used as the main fabric, it can be used for camouflage printing. So can we make by polyester? 100% polyester peach skin bonded tricot with TPU lamination. The fabric can also be waterproof and windproof. So please kindly advise me if we just make items 1-4 and the main fabric is polyester, do you still let us to makes samples?Answer: Materials for outer and inner shells can be polyester or other equivalent synthetic material as long as it isWindproof & waterproof.
