The UNICEF Eastern and Southern Africa Regional Office (ESARO) and the West and Central African Regional Office (WCARO) developed a evidence paper on digital learning to better understand digital learning spaces and opportunities in the Eastern and Southern Africa Region (ESAR) and West and Central Africa (WCAR). The paper, which was written by Aga Khan and Innovation Unit, answered the following key questions:

  • What is the role of digital learning to ensure effective and relevant learning outcomes?
  • How can digital learning promote educational inclusion?
  • What are other partners and organizations doing in digital learning?
  • Who are the partners and donors to work with in the area of digital learning?
  • What is UNICEF’s role in the digital learning space?

The paper also came up with 10 key considerations to support the increased uptake of digital learning and use of technologies in education sector at large forward.  

 

The key considerations are: purpose and problem-solving, student capability, teacher capacity, student and teacher agency, technological infrastructure, implementation and change, enabling environments, resources and coalitions, and risks.

 

The next step is to develop tools and resources to support the country offices in their work with governments. Through this short-term consultancy outlined in this Terms of Reference (ToR), UNICEF ESARO and WCARO are seeking expertise to support the development of tools and resources linked to the 10 key considerations contextualized for UNICEF Country Offices in the two regions. It is expected that the contractor will develop tools and resources in consultation with the regional office and the country offices drawing from the evidence paper and the global guidance paper developed at UNICEF headquarters and test the tools in 2 countries in ESAR and 2 countries in WCAR. Finally, the tools and resources need to be translated in French and Portuguese and need to be designed for digital publication.
