New clarification added: Question :Please could you confirm whether or not the contractor is required to provide relief cover for the handlers in order to maintain 100% operational capacity throughout the tenure of this contract.Answer :The contractor should always provide 4 handlers at all times to maintain 100% operational capacity throughout the tenure of this contract.

New clarification added: Question:Financial capability evaluation criteria requires the Offeror to include Audited balance sheets covering the last two years yet there is no provision for attaching the same on the eSourcing portal. Answer:Service provider to provide all requested documents as requested in the criteria.Question:On financial offer details section under vendor submission on the eSourcing portal, there is a space for total finacial offer. Do we input the total summation of our financial quote there? If so, is it the total financial offer per month or for the duration of the contract?Answer:Supplier to submit the total price and unit price as requested in the RFP documents.

New clarification added: Question - Will UNOPS supply an area where containerized Kennels can be constructed? Answer-The contractor will take care of all his operation costs. This should therefore be factored in the proposal Question - Will UNOPS supply Life Support (Accommodtion, Meals, Water, etc.) for the K9 Team Leader and K9 Handlers for which the Bidder will pay or must the bidder solicit and supply its own Life Support?Answer-The contractor will take care of all his operation costs. This should therefore be factored in the proposal Question - Will UNOPS supply the explosives for training the K9's?Answer-The contractor should be fully equipped to ensure that the EDD are well trained. Question - What is the distance from the accommodation area to the work area?Answer-The contractor will have find a suitable place in Djibouti to set up their operation base. This therefore will depend on where contractors operation base. However, Djibouti is a small --city and this can average 3Km radius maximum. Question - Is the work being tender currently be performed by an incumbent contractor, or is this a new requirement?Answer-This is currently being performed by an incumbent.

New clarification added: Question 1: Please confirm that the start date for work is 1 September 2018?-Answer 1 : 12th Sep 2018Question 2 : As this will be a UNOPS contract we assume that all operations will be be conducted in line with the UNOPS Explosive Detection Dog quality standards?Answer 2 : YesQuestion 3 : We assume that there will be an accreditation process at the start of the contract phase, could you please provide details on how this will be undertaken.Answer 3 : Contractors should provide Accreditation certificate from recognized third party Question 4 : Are we required to provide the training records for the dogs proposed for the contract?Answer 4 :Yes, on a monthly basis Question 5 : Are you able to provide a detailed list of substances that the dogs should be able to detect or should we use the substances detailed in the UNOPS quality standards? Answer 5 : The dogs should be able to detect explosive substance in general. We cannot tell or limit since different explosive substance may be used in the inspected vessels.Question 6 The RFP details that the Contractor shall ensure that any work areas assigned by UNVIM to the Contractor are cleaned daily, and remain free of hazards can you please provide details of what areas will be assigned.Answer 6 The contractor will share an office space at the port of Djibouti. This should be kept tidy at all times Question 7 The RFP states that preferably Springer Spaniels, are to be utilised based on their abilities, from our experience there are several breeds of dogs that would be suitable for this type of work based on their high drive and better endurance, is it permissible to propose alternative dog breeds?Answer 7 Springer Spaniels are preferred due to their small sizes. This allows them check tight spots within the ship which bigger breeds may not easily fit. There is room to proposed similar breeds. However, you are welcome to propose any breed. Question 8 In Form C: Financial Proposal Form of the Returnable Bidding Forms it states that costs should be given as a daily rate over the seven month period, could you please expand on this. `is this per day working day, per day in theatre etc.Answer 8: Daily rate is over the seven months period is to ease comparison of costs during assessment. You may divide your lump sum cost by the number of days to get a daily rate.
