Invitation to Bid: Acquisition & Instalation of Security Equipment and Access Control System for the “Instituto Nacional de Estadística” new Head Quarters.

1.         This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue No. 699 on March 31, 2007

2.         The “Instituto Nacional de Estadística” executin agent of the Project “Fortalecimiento del INE como ente rector del SEN” administered by United Nations Development Programme, intends to apply part of the proceeds of this contract in “Adquisición, Instalación y Puesta en Operación de los Equipos de Seguridad y Control de Acceso para la Nueva Sede Principal del Instituto Nacional de Estadística en la Torre Británica.”.  

 

3.         United Nations Development Programme (UNDP) has signed with INE,  Project Document Nº 59906, identified as “Fortalecimiento al Instituto Nacional de Estadística (INE), in order to execute activities for the “Fortalecimiento del Instituto Nacional de Estadística como ente rector del Sistema Estadístico Nacional”, Project. Hence, United Nations Development Programme (UNDP) invites all eligible bidders, to present sealed offers for the Adquisición, Instalación y Puesta en Operación de los Equipos de Seguridad y Control de Acceso para la Nueva Sede Principal del Instituto Nacional de Estadística en la Torre Británica

4.         Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the Inter-American Development Bank’s Policies for the Procurement of Works and Goods financed by the Inter-American Development Bank, and is open to all bidders from Eligible Source Countries as defined in the Policies.

6.         Qualifications requirements are specified in the bidding documents. There will be no margin of preference for eligible national contractors. Additional details are provided in the Bidding Documents.

7.         A complete set of Bidding Documents in Spanish can be found at UNDP´s  Venezuela web site at: http://www.pnud.org.ve, in the “Licitaciones” section, “Bienes” sub section, from the date of this publication, participation rights may be purchased by interested bidders on the submission of a written Application to the address below, and upon payment of a non refundable fee of One hundred dollars of the United States of America (US$ 100,00) The method of payment will be:

 

  • For local bidders: Deposit in Bolívares al Banco Provincial, Cuenta Corriente N°: 0108-0231-87-0100039946, at PNUD´s name

 

  • For foreign bidders: Deposit or electronic transfer in US Dollars thru Bank of América, account No. 3752180644, in New York in the name of: UNDP REPRESENTATIVE IN VENEZUELA (USD) ACCOUNT. Swift: BOFAUS3N

 

8.         Bids must be delivered to the address below, at or before 10:30 am on Tuesday, January 26th 2010. Electronic bidding will not be permitted. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below, at 10:40 am on Tuesday, January 26th 2010.  All bids must be accompanied by a Bid Security of 1.5 % of the total offered amount or an equivalent amount in a freely convertible currency.
