In Form C we have to fill out prices DAP and FCA for each item.Since this form is mandatory on each item, should we fill in a form for exampleHelmets only and delete the rest and then do the same for all the rest of the items,or should we fill in the complete form and submit exactlythe same to each item?Is the "Total Price of Goods DAP, Kyiv" for the complete bid from usor for just one item?I hope you understand what I mean.2. (Accepted standard). PSDB 21/04 Protective headwear Standard for UK Police (2004) (Accepted standard for Protective Helmet). BS 7971-5:2004 Type 2 Performance Level 1, Protective clothing and equipment for use in violent situations. EN ISO 20345:2004/A1:2007, Personal Protective Equipment: Safety Footwear (Accepted standard for Protective boots) HOSDB 20/07 Blunt Trauma Protection Standard for the UK Police. New clarification added: HelloI can see that the questions that we also have has been made on 2/7, but it is still unclear so we will have to ask again.I know that all the forms are listed in the Section 3 returnable bidding forms, but each form has to be uploaded one by one under a individual section in the submittion area.How do we do that when they are all listed in the same file containing 67 pages. Do we just fill out all information in the complete document of 67 pages and upload the complete document under each section or do we copy each form and save them individually an then upload them???Also if we decide only to participate in one of the lots, do we just leave the lots empty that we don´t wish to bid for i Form H and just enter information i the lots we are bidding for?Thank you in advanceLooking forward to your replyKind regards MieDear BidderSeparate form should be uploaded for each lot. Technical Bid Form should be uploaded separately for each lot you are submitting the bid (containing only comparative data table for this lot). New clarification added: Since we use suppliers from different countries, can we ship the goods directly from themor do we have to ship them to our warehouse first and then ship them to Ukraine?According to customs, we need a few documents or permits to ship/sell goods to the Ukraine.Can you advise us witch documents/permits that will be needed, or if shipping/selling to the UNsuch documents/permits are not needed.We have designed an item, that another company in another country manufacture.We do not have any own factories.Is this other company comitted to fill "Manufacturer´s authorzation form" even thoughit is our bag with our own brand, or do we have to fill that form?I am asking since this form is mandatory.Dear Bidder1. As indicated in the price schedule form bidder should quote FCA (bidders storehouse or customs) and DAP Kyiv price. Both quotations are mandatory.2. You will need all regular export documents necessary for each type of goods. Bidder is not responsible for custom clearance of goods in Ukraine (DAP delivery conditions).3. If you are not manufacturer of the goods you must submit manufacturer's authorization form.

You may quote FOB price instead of FCA price (indicating this change in the Price Schedule Form), but quoting DAP Kyiv price is mandatory.

New clarification added: According to 1.5.10.4 in the returnable bidding form it says that no quick-acting lock, in the form of a “snap button” or similar should be used to fit the nape protector.Can a secure type of "Snap Button" fitting system be allowed as well? For example, if it has multiple snap buttons which are not accessible from the outside of the helmet, and the nape protection can not be removed by any other but the user when the helmet is taken off?Dear BidderPlease find the answer below:"Item 1.5.10.4 Nape guard on protective helmet; It is acceptable with a secure type of "snap button" between the helmet and the nape guard.The nape guard must not be able to be removed by anyone other than the user (or other authorized personal) until the helmet is removed from head".

The BalaclavaThe FR balaclava fabric is provided by us to customers worldwide for the industry of firefighter and military use. The composition is various according to customer's request, such as 100% meta-aramid, 50% meta-aramid/50%lenzing fr as well as 80% lenzing fr/20% meta-ramid. Our 100% meta-aramid balaclava can be comply with the tender requirements but we don't have certification.2. Protective GarmentAbout the uniform, we are sure that our products are up to the standard, and we do some tests and we have some certificates. There are two differences between the tender request and our fabricsa. CompositionTender requested: 53%Meta-aramid/41%Viscose/5%Para-aramid/2%Carbon fiberOur fabric: 49% Meta-aramid/49%Viscose/2% Carbon fiberb. Test report (Certification)We have most the test report request, and we are willing to send our fabric to get the rest of test report if the composition is approved.Also the uniform, our materials are similar but not exactly same as the bid, is it acceptable for the bid?All of the questions are based on the fact that our products are all up to the standards of the bid.It is the first time we do the business with UNGM, sincerely hope we can get the chance to work for it. The supplier / manufacturer must provide a certificate showing the composition of the fabric, in this case 100% Meta-Aramid, (this type of fabric meets the protection requirements). Other requirements in the form of seam- and stich types, colour, etc. must of course be met regardless of certificate or not.2. The composition of the fabric in the tender is just a suggestion/guideline not a specific requirement. The supplier / manufacturers composition of the fabric is acceptable for the bid.

New clarification added: Dear Sirs,In Form H: Technical Specifications (Lot 7) we find the point 7.5.3.9 to be questioned in relation to 7.5.3.7 + 7.5.3.8. We do believe that either an elastic textile gauntlet with Velcro fastening or a knitted wristband is requested, not both. Please inform if 7.5.3.9 can be omitted in favour of an elastic gauntlet with a Velcro fastener.Point 7.5.3.2 refers to a lining made of elastic material. We would appreciate a clarification that the grade of elasticity in the lining might be defined by the elasticity of the material used for cut protection. Grateful in advance!Dear BidderPlease find answers below:7.5.3.9 Should not be included, as "internal wristband made of elastic knitted fabric" obstructs the use of the glove, especially if compared to paragraphs 7.5.3.7 and 7.5.3.8 respectively.7.5.3.2 The inner glove does not have to be made of elastic material, since the inner glove is usually also the anti-cut protective shield. However, it is very important that the inner glove is secured in the outer glove, so that it does not pull out when the wearer pulls out his hand.

New clarification added: There seems to be a significant number of criteria in the specifications that relate to a certain test or standard. Just to give a brief snapshot from the Helmets specification:1.5.7.6.· be sufficiently abrasion-resistant according to EN ISO 12947-2;1.5.8.The transparent protective visor must:1.5.8.3.· be scratch-proof on the outside; test according to ECE 22-05;1.5.8.6.· not restrict the natural field of vision (reference minimum EN136:1998 / AC: 2003 in conformance with the PPE Directive 89/686/EEC);1.5.8.7.· enable an undistorted look-through; a transmittance even for combined visors (e.g. those with a Pinlock visor) of at least 80% should be aimed at. Test according to EN 167;Certain manufacturer(s) have voiced concerns that although they can guarantee for example that there is an unrestricted field of vision in their helmet, they do not have them tested to EN136:1998... etc. Or they can say that the surface is abrasion resistant but they cannot provide EN ISO 12947-2 certification.This is a theme that runs through all of the Lots in the tender so my question is, if we and the manufacturer feel that their product matches the requirement, but there is not the testing or certification in place, would the UN accept the product offered as compliant?I accept that there may be some testing standards that are more important than others, but we feel that in the specifications there just seems to be a vast amount of testing/standards to be satisfied, that is putting manufacturers' off quoting.Dear BidderPlease find answers below:1.5.7.6.be sufficiently abrasion-resistant according to EN ISO 12947-2 - Acceptable to depart from. Test according to EN 167 - Acceptable to depart from. Very easy to check if the visor is with or without distortion.

New clarification added: According to the tender documents, the tender must be submitted in English. What about requested certificates, testreports etc? Can they be in another language like French or German or do they have to be translated into English?Dear BidderCopies of historical documents (certificates, etc.) can be submitted in original language (of the country that issued the documents) but accompanied with English translation.

New clarification added: Dear UNOPS Team,With regard to the technical specifications across all products, we would request that the following be removed (nbote we have copied the text from the helmet specification but there are other units with the same requirements):1.2.Environmental Requirements1.2.1.The helmet and all stages of its manufacturing shall comply with EC Regulation No. 1907/2006 - REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals), or other relevant applicable regulations of the European Union.1.2.2.Chemicals registered in the SVHC (Substances of Very High Concern) candidate list shall not be used in manufacturing process or be present in the helmet in concentrations exceeding the stated limit values.1.2.3.PFOA (Perfluorooctanoic acid); aromatic organic solvents; antibacterial substances (such as Ionic Silver, Triclosan, Permethrin); and biocidal agents (such as antibacterial, antifungal and insecticide agents) shall not be present in the helmet, unless otherwise directly specified in technical specifications.1.2.4.Formaldehyde contents in the helmet shall not exceed 75 mg/kg (75 ppm).This is because whilst manufacturers can guarantee that harmful chemicals aren't used in the production of their equipment, they have stated that going into this level of detail is un-common. Plus of they are using materials such as Kevlar, Nomex, etc. to manufacture their products, that are coming from outside sources, it will also be hard to get this information in time, or get it full stop.Please advise.Besr BidderManufacturer(s) must guarantee that harmful chemicals aren't used in the production of their equipment.

New clarification added: Dear Sirs,kindly find below our requests for clarifications:1- Samples: it is required that they should be delivered maximum 10 days upon official request after technical evaluation. Please, since the required goods and materials are too specific, the production of the sample according to specifications required (and offered) should take more time. Please, could you extend to 20 days the time for the delivery of samples?2- For the same reasons of question number 1 (specific materials for customization of the products), could the delivery time in case of awarding be extended to 4 months? 3- We are UNGM officially registered society, and already supplied UNOPS for many opportunities but not for this kind of products, and we have few experiences dated 2009-2010. In this case, we would submit our offer giving the products of specialized manufacturerers (not directly involved in this bid), that authorize us, with the Manufacturer's authorization, to offer their products and their recent experiences for this tender. They have many references for siumilar items in the last 3 years.Is our offer technically acceptable if we are authorized by the manufacturers to offer their products and their experience on behalf of theme?Thank you for the attention,Best Regards.Dear BiddersPlease find answers below:1. New clarification added: We are wondering about delivery times. in the contract it states that the estimated contract award date is at the end of july,due to this being in the middle of summer/vacation time it can be slower for manufactures, do you still expect a 3 month delivery even tho estimate contract award is at the end of july?Dear BiddersAwarded Bidder should deliver goods within 3 month after date of contract subscription. Estimated award date is only the estimated date of the contract award.
