Description
1. The United Nations Procurement Division / Regional Procurement (UNDP/RPO) on behalf of the United Nations Interim Security Force for Abyei (UNISFA) is seeking services from qualified Transportation companies with international and national networks for movement of cargo, which includes UN owned equipment (“UNOE”) and contingent-owned equipment (“COE”), to support the operational requirements for UNISFA on “as and when required” basis. 2. UNPD/RPO’s intention is to enter into a long term contractual arrangement with one or multiple transport service provider(s) (hereinafter referred to as «Contractor», to provide all the required services for a door-to-door, all-inclusive, freight collection, customs clearance, expediting and delivery of the inbound cargo from the point of entry (i.e. Port-Sudan, Khartoum, Kadugli, El Obeid, Metema, Juba, Wau, Malakal, Nimule, Entebbe and Mombasa) to the final destination within the mission area; and the outbound cargo from the mission area to the point of exit (i.e. Port-Sudan, Khartoum, Kadugli, Metema, El Obeid, Juba, Wau, Malakal, Nimule, Entebbe and Mombasa) or to any other approved destination for cargo repatriated to Troop Contributing Countries (TCCs), and/or other United Nations peacekeeping operations around the world. 3. The services shall include freight and item packages tracking, shipment labelling, customs clearance, transit warehousing/storage facilities, loading, unloading and delivery between UNISFA locations, Sudan, South Sudan, Ethiopia, Uganda, Kenya airports, seaports or other nominated delivery points. 4. The initial estimated total amount of TEU, i.e. twenty-foot equivalent unit (this means container, vehicle, or break bulk cargo that is equivalent to the size or weight to 20’ ISO container) is approximately three hundred (300) TEU per year with approximately 70% of the shipments being delivered to/out of Abyei, Kadugli, Khartoum, Port-Sudan and Buram, 25% being delivered to/out of Juba, Wau, Gok Machar and Malakal, and 5% being delivered to/out of Entebbe and Mombasa. A variance of 20%, should be expected both upwards and downwards on the initial estimated total amount of TEU depending on UNISFA’s requirements for each of the following years. For calculation, TEU is equivalent to 39 CBM or 15 tons. UNISFA does not guarantee any minimum volume of movements to be handled by the Contractor at the points of entry/exit or at destinations. 5. The contract will be for an initial period of three (3) years with option to further extension of an additional two (2) one-year periods each (3+1+1). 6. Interested vendors must complete and submit Vendor Response Form of this EOI document indicating the EOI Number in the subject. EOIs not addressing the above criteria to the satisfaction of UNPD/RPO may not be considered for the solicitation to bid, if and when issued. 8. This is NOT an invitation for submission of bids/proposals. Its purpose is to identify companies that would be interested to participate in the solicitation when issued. 9. The UNPD/RPO reserves the right to change or cancel the requirements at any time during the EOI and/or solicitation process. Thus, submitting a reply to this EOI does not automatically guarantee that your company will be considered for receipt of the solicitation when issued or award thereafter. The tender and any subsequent commitment to contract will be issued in accordance with UN rules and regulations. 10. Companies that have previously submitted EOI for similar services with UN must re-submit full documentation as detailed above. 11.
