Solomon Is Postal Corporation Assessment Consultancy
To deliver a mobile money wallet solution in Solomon Islands, SIPC has partnered with Bibimoney, a London based FinTech company that is using a SIM-Skin overlay technology which allows for a Telco agnostic and interoperable solution that works with both feature and smart phones. A memorandum of understanding was signed in 2017 in which Bibimoney role will be to provide the technology and back office support services that relate to technology, while SIPC’s responsibility will be to manage the front-end operations and operational back office such as managing the billing system, settlement, reconciliations, first line trouble shooting, among others. The front office responsibilities will include deploying and managing an agent network, customer acquisition, front office issue resolution, reporting to the Central bank (through a recognized bank partner that will host the escrow account), among others.
Though the delivery of financial services through a mobile money wallet and a network of third party retail agents is not completely new for the Solomon Islands as ANZ has deployed a similar solution using its goMoney platform, however due to the limited uptake there is limited know-how and technical expertise in Solomon Islands, let alone within SIPC to plan, deploy and manage such a sophisticated delivery channel for financial services. This ToR is therefore designed to solicit for an experienced technical consultant with strong DFS knowledge and proven experience in planning, deploying and managing a mobile money delivery channel.
This consultant(s)will work with SIPC senior managers and the newly created division to conduct an institutional readiness assessment.
