Terms of Reference Design and Establishment of New SCBD Website 1. Background The Secretariat of the Convention on Biological Diversity (SCBD), administered by UN Environment is located in Montreal, Canada. The Convention on Biological Diversity (CBD) entered into force on 29 December 1993. It has 3 main objectives: The conservation of biological diversity; The sustainable use of the components of biological diversity; and The fair and equitable sharing of the benefits arising out of the utilization of genetic resources. The CBD Secretariat is also responsible for the CBD website and its related web-based information services, including the central node of the Clearing-House Mechanism (CHM), the Biosafety Clearing-House (BCH), the Access and Benefit-sharing Clearing-House (ABSCH), as well as several other web portals dedicated to specific thematic initiatives or audiences. 2. Description of Requirements a. Creation of design concept for website - The design will create an overall design concept for the website, in collaboration with the Secretariat staff. The design concept will be related to the branding of the United Nations Decade on Biodiversity, the branding of the Convention on Biological Diversity, the Aichi Target Icons, the branding of the Access and Benefit Sharing Clearing House, and the overall messaging strategy of the Secretariat. The Design will be extensible, with sufficient flexibility for use on the web platforms of www.cbd.int, on social media accounts, and on selected multimedia products. The design work will include graphics and rules for their use. An overall style guide that will govern the creation of new pages will be created, with rules and principles for extension of the ideas. The relationship of these styles with the above mentioned styles will also be outlined in such a guide. b. Branding and imagery - The website redesign needs to be consistent with this branding exercise, and build upon it, ensuring that the branding is flexible enough to accommodate the needs of the Protocols, as well as new and emerging communications campaigns. c. Creation of templates for the website - The contractor will create templates – called themes in Drupal terminology – for a variety of pages on the site. The templates created will allow for the creation of a variety of common page types. The number and design of the templates to be provided by the contractor with be determined through discussions with the Secretariat. Feedback and consultation will be required from the contractor. The templates will be delivered in the form of Drupal 8 themes and/or sub-themes based on the Drupal 8 default template engine TWIG. The types of templates required include, but are not limited to: 1. Home page 2. Landing pages for the Convention, the Protocols, “Highlights,” Information Centre, Secretariat 3. Generic Content pages for specific programmes, including landing pages and content pages 4. “Article” style pages 5. Search engine results pages 6. Social media cards 7. Campaign portals pages. d. Creation of specific graphics for the website - Where necessary, the designer will create original and specific graphics and graphic elements that are required for the website, and include all elements and colour values. e. Support for the six official languages of the United Nations – The work of the contractor will ensure that the website infrastructure and its pages support the six official languages of the United Nations (Arabic, Chinese, English, French, Spanish and Russian). This means that all deliverables should be designed, implemented and configured with this feature in mind. In particular the website and its pages should support right-to-left languages. f. Provision of support to website developers during integration phase - After delivery of all content and files, the contractor will also provide follow up support to the work of the team integrating the content. Adjustments may be required. Specific details on deliverables 1. Templates format; i. Layered RGB Photoshop, Sketch or Fireworks PNG files ii. Web preview files (PNG, JPEG, WEBP) and SVG for front end facing vector image) 2. Drupal 8 themes and sub-themes based on the TWIG templating engine. 3. EPS file criteria i. EPS file must be 100% vector-based (no raster content) ii. EPS files must be in a single color space, and both RGB and CMYK versions should be provided 4. All text fields (e.g.: Name, Address, Email, etc.) must be editable. 5. Logo fonts should remain outlined. EPS files should not contain embedded fonts. Any commercial fonts included in your design should be rasterized, outlined or acquired legally by the client. 6. All templates and files need to include support for and content in all six United Nations languages (Arabic, Chinese, English, French, Spanish, Russian) 6. Qualifications/selecting criteria  Contractor must be a reputable company with prior rich experience in the field  Proven and solid knowledge and experience in providing similar service to international organizations 
