Background

The WHO Community-based rehabilitation (CBR) guidelines (2010) are a framework that recognises people with disability and their families are both agents of development as well as recipients of development assistance. CBR has been undertaken in the Pacific for many years, supporting a departure from traditional health-centred models of practice.  The Pacific CBR Plan of Action 2012-2014 and the subsequent second Pacific Regional Framework for CBR 2016-2021 reaffirms ‘the Pacific Way’ that is unique to the region in ensuring that people with disability and their families are part of community development.

Developments at the 2nd Pacific CBR Forum in late 2015 included the endorsement of The Pacific Regional Framework for Community Based Rehabilitation, 2016-2021 and elected a CBR Network Committee to oversee implementation of this Regional Framework, with nominees from the three sub-regions in the Pacific: Melanesia, Polynesia and Micronesia. Members of the Committee are to be drawn from governments, service providers and DPOs and a Pacific Island training institution.

CBR is continuing to strengthen in the Pacific, due to ongoing support for the inclusion of people with disability and their families in development processes, and the recognition that CBR offers an opportunity to implement the Convention on the Rights of Persons with Disabilities, in addition to addressing the spirit of the Sustainable Development Goals in leaving ‘no-one behind’.

Overall Goal

To develop CBR (disability-inclusive development) educational resources that can integrate with current teaching materials and approaches in the Pacific.

Specific activities (could include, but not limited to)

  1. Work with Pacific Island CBR training institutions and related bodies to develop learning resources.
  2. Draw on case studies of real situations in the Pacific that can be used to develop learning materials.
  3. Develop an education design template and methodology for the overall set of resources.
  4. Provide flexibility modalities, for example self-learning materials, including web hosting (or similar) and face to face or classroom elements.  Components should fit with existing Pacific CBR training approaches and delivery mechanisms.

WHO ARE WE TALKING TO?

  • Primary: CBR training entities, including Pacific Universities; disabled people’s organisations; CBR service providers and practitioners; government; other universities
  • Secondary: bilateral donors; faith-based organisations/churches; media; international development partners

REQUIREMENTS/DELIVERABLES

An institution or company that can develop relevant Pacific based training materials for CBR workers, making them available for self or institutional based studies.

The specific deliverables should include

  1. Learning resources
    1. Working with people with disability from the Pacific, create a learning module on CBR focusing on Empowerment, and including the perspectives of people with disability and case studies
    2. Develop a workbook
    3. Facilitate the creation of discussion forums and other learning activities
    4. Facilitators or instructors manual
    5. Monitoring mechanism
  2. Report on the CBR curricula that describes the methodology

METHODS TO CARRY OUT THE ACTIVITY

  • Desk research
  • In-country visits
  • Stakeholder meetings

EDUCATION/EXPERIENCE/SKILLS AND LANGUAGE

  • University degree in disability-related field, with PhD applicants highly desired
  • Experience in similar activities involving addressing training needs for CBR, including experience in curricula review and development
  • Skills required include broad knowledge of concepts and strategies related to disability and CBR; ability to synthesise knowledge and effectively express ideas in writing; and ability to coordinate with external partners
  • Language – English written and spoken fluency is essential
  • Working knowledge of the Pacific is highly desirable
