Description
The United Nations Office for Project Services (hereinafter referred to as UNOPS) is pleased to invite prospective bidders to submit a proposal for the supply of Software for the Ministry of Health, Cambodia; Logistics Management Information System (LMIS) in accordance with the UNOPS General Conditions of Contract and the Schedule of Requirements as set out in this Request for Proposal (RFP).

New clarification added: QUESTION;For a system of this size we would expect both a dedicated IT team in country, and a dedicated support team of MoH staff. We (the vendor) would then provide support for escalated issues, rather than providing frontline support. This system both empowers local staff and is much more cost efficient for the country. Can you please confirm that a bid that states such presuppositions and is based upon them will be acceptable.The procurement must comply with "Cambodian legislation and laws." Can you be specific about what laws ?The RFP requires us to agree to a performance guarantee but doesn't say what percentage of the bid price this might be. Please elaborate.A national dispensing system presupposes that patients will be easily identifiable- is there a national patient database that provides a unique ID? Does this system have an API that we can access (with appropriate permissions)?UNOPS RESPONSEa) Any bid that meets the requirements (service level, performance, operations and maintenance) of the RFP will be deemed acceptable. We anticipate that there are various solutions that could be presented by the bidder. Videoconferencing, remote diagnostics, and service technologies have improved greatly in the last few years. We do not want to prescribe a solution or insist that the vendor must have a certain amount of personnel in country to support the bid. That said, there is a one year maintenance period that is likely to require vendor support personnel in country should issues arise and to support the MoH IT staff.b) We are specifically referring to and relevant Cambodian IT, privacy, and cybersecurity legislation and policies.c) Performance security of 5% shall be presented by the successful bidder as indicated in the tender documents.d) There are currently efforts underway to develop a national patient database and provide this API but at the present no such API exists. You will notice the language of the RFP and how it suggests the need for the system to be extensible. There will be a need for an interim solution that is then replaced with a national unique ID once that API is available for integration.

Response: There is no required database schema from ProDID as ProDID was only used to consolidate the imported data from ODDID and HosDID on a quarterly basis (e.g. as a screening and reporting tool). ProDID had two versions in the past (version 1 was MS Access based while version 2 was built on SQL and VS). However, currently the system is not functioning as there are no IT personnel available to manage it. Again, there is no requirement to migrate data from ProDID. Question: " In the document "Schedule of Requirements Annex" it states "To facilitate in upgraded system (integrate all level into one centralize system), we would provide you the brainstorm idea of how database structure would be.Is the provided diagram the actual database schema that we will import from? If no, can you provide for each of the systems that we need to import from?Response:The vendor should view the provided diagram as a “concept” that is provided as a potential “to-be” state but not the actual import. We will provide the actual database schemas in an appendix.

LIP MILE & DEL titled "LMIS Vendor Milestones and Deliverables"Both these tabs have “yes/no” responses, but we are unclear what is being asked, as they are related to milestones and to whether a feature exists or is an enhancement to your existing system. Please clarify what we are responding to here.Facilities to have the software installedWe need more information on the organisational structure of the facilities in your system, and which ones are to be have the system in the pilot phase, and which are to have implementations in the full country rollout.For example we would expect this kind of information (we have used example numbers)One central warehouse with 10 concurrent usersFive regional warehouses- 2 warehouses to have 3 concurrent users, and 3 warehouses to have 4 concurrent users7 Regional hospital warehouses, and of those 4 hospitals to implement dispensing30 District hospitals- warehouse only500 Health centres- all using the system The documents state "minimum of 200 concurrent users" - we can connect users directly if there is good internet, but if the internet is not reliable we would recommend a local server with synchronisation. At a Health Centre level our free mobile app might be more appropriate. Can you give us documentation of the kinds of sites and which sites have reliable internet? Prospective bidders are expected to study the requirements and then make a reasonable financial offer that will enable them fulfil all the set requirements.

New clarification added: Query #3 :Will there be pre-proposal meeting before the submission? UNOPS’s Clarification:There won’t be a pre-proposal meeting however any requests for clarification will be accepted by 1st Dec 2017 and will shared with all prospective bidders on the UNOPS and UNGM websites Query #4: What should be the proposal validity period? UNOPS’s Clarification:Proposals should be valid for up to 90days after the deadline of proposal submission. Query #5 - Will be there be any chances of giving a deadline extension? Or it’s going to be the said date on the document. UNOPS’s Clarification:No, the deadline of proposal submission is on 12th December 2017 at 17:00hrs ( Cambodia Local Time)

Bidders need to quote reasonable fees based on delivery of all requirements in the Terms of Reference
