Scope of Work

 

  1. Goal and Objective: 

 

The objective of this consultancy is to support the Government of Kenya to update the policy to the current status of Social Protection in the country that has occurred in the sector in the last five years that gives coherence to the current Social Protection interventions, government institutions, stakeholders and main actors and participants of the system. More specifically, the consultancy aims at:

  1. Update the policy to reflect what has emerged in the sector since 2012.
  2. Capture the implications of the devolved systems in the Social Protection sphere.
  3. Revisit the institutional arrangement resulting from the process of consolidation and the findings and recommendations of the update of the Social Protection Sector Review 2012 and the County Coordination, Mapping, and Capacity Assessment reports that may significantly tilt the landscape of SP.
  4. Give a clear direction on the coordination of humanitarian and emergency responses.
  5. Capture and integrate the developments of Communication System (strategy), the MIS system and the M & E.
  6. Provide a clear environmental management/climate change approaches/strategies in Social Protection which the country will embrace and practice alongside the SP interventions.
  7. Review the coordination mechanisms of the sector.
  8. Address and capture any other gaps that might have been realized in the 2012 policy.
