1)    Annex VII—Rate Card Presentation of the RFP is being changed:

a.    Removal of Location Geneva

b.    Removal of System Administration and Database administration and upgrade/migration services

2)    A new Annex VII is attached.

Subject:  RFP for PeopleSoft Application Support Services.

 

 

1.       United Nations Development Programme (UNDP) and its partner agencies (UNFPA, UNOPS, UNCDF, UNIFEM, UNU) support their global operations using a variety of information systems and technologies. In the UNDP, the Office of Information Systems and Technology in the Bureau of Management is charged with deploying and managing these ICT resources.

 

2.       You are requested to submit a proposal for PeopleSoft Application Support Services as described in this document, to support ICT strategic, tactical and operational initiatives underway at the United Nations Development Programme (UNDP). The following sections of the document describe the requirements that Bidders should use to structure the technical and pricing content of their proposals.

 

3.       Effective November 2, 2009 UNDP envisages entering into a Long Term Agreement (LTA) with one qualified and responsive bidder, for a period of 3 years. Bidders will provide an all inclusive rate card applicable to the following locations: New York, Geneva and within India (any location).  The successful Bidder to the LTA should specify whether the rates would remain fixed for the entire LTA period, or alternatively, they should indicate a maximum yearly increase rate.

 

4.       Rate cards are expected as part of the response to this RFP in the financial proposal, in sealed separated envelope from the technical proposal, and are to be indicated in United States dollars ($) only.

 

5.       One of the key systems used by UNDP is Peoplesoft, which is referred to as Atlas.  Atlas serves a wide body of end users globally in the areas of Finance (FIN), Human Capital Management (HCM), Customer Relationship Management (CRM), Enterprise Performance Management (EPM), Enterprise Learning Management (ELM). 

 

6.       UNDP is seeking to address issues in the area of PeopleSoft application support.  The sections that follow provide a breakdown of the application environment and resources.  Application support and development resources will be used to address the following type of work:

 

a) Review and resolve open help desk cases for problem/incident management analysis.  Develop/research PeopleSoft solutions as required.

 

b) Provide guidance to clients on application of resolution and prescribed end result

 

c) Maintain system through analysis and application of patches and bundles.

 

d)  Enhance user experience with already deployed applications through training, information sharing and continuous enhancements guided by user feedback.

 

e) Develop prescribed client solutions in PeopleSoft applications for regulatory changes.

 

f) Provide seamless transition of major development projects to production by ensuring compatibility of such projects with existing functionalities.

 

g) Test and validate developed solutions.
