Description
The Procurement Unit of the United Nations Office at Vienna is seeking Expressions of Interest from qualified vendors for the delivery of interactive multimedia training courseware for prison staff based on the United Nations Standard Minimum Rules for the Treatment of Prisoners. The selected contractor shall comply with the standards set in the Terms of Reference using commercially available design principles and technologies to design, develop interactive multimedia instruction courseware; conduct independent validation of training materials and deliver the structured progressive and sequential distributed learning training courseware using a variety of media to the United Nations Office on Drugs and Crime. The selected contractor shall design courseware to address the needs and different learning styles of adult learners and shall effectively utilize and integrate asynchronous instruction. Methods of instruction will vary depending on the analysis conducted to determine how to best meet the needs of the learner. The selected contractor shall produce content that is learner-centric, realistic, and allows learners to learn at their own pace. The selected contractor’s courseware shall apply the principle that individuals learn most effectively on their own when they follow a structured, guided training program that includes branching (to account for differences in student learning abilities). The selected contractor shall develop all web-based interactive multimedia instruction training courseware to comply with the advanced distributed learning Shareable Content Object Reference Model (SCORM), as specified within the Terms of Reference. The application of SCORM shall provide code to allow for the creation of a course structure, the content of a course element and the course and content metadata so that content can be identified and found in repositories and managed by the United Nations Learning Management System. The Contractor shall verify that the courseware loads and functions on the United Nations’ Learning Management System as specified in the Terms of Reference prior to delivery to the United Nations. All web based interactive multimedia instruction shall play on the United Nations’ digital training facility computers and home computers meeting the minimal requirements as identified in the Terms of Reference.
