New amendment added #1: Amendment 1 :1- Ambulance have to be inspected by internationally accredited third party inspector approved by UNOPS and All medical equipments should be FDA CLEARANCE/ CE mark.2- in the ITB - Section II: Schedule of Requirements- Piont D. Related services requirements (Optional Training for driving, moving and operating & basic maintenance of Ambulances adding medical equipment to the training.

New clarification added: Q: How the evaluation will be done for the spare parts point , because it seams there is no fixed standards?A: the recommended spare parts for the major parts and preventeve maintenance with the fixed price for two years , the supplier to confirm the availability and the suggested spare parts list and price.

New clarification added: Q: The ITB schedule of requirements states that all vehicles shall be Petrol vehicles. Are we able to provide Diesel vehicles instead?A: All bidders have to make sure that their bids matches UNOPS minimum technical requirements.Q:Will the UN extend the due date for tender submission by two weeks?A:There is no plan to extend the deadline.

New clarification added: Q1: In FORM C (Price Schedule Form), the required Price is for CIP & FCA; Not DAP. Please clarify the delivery requirement.A: as mentioned in the ITB, the incoterm that have to be used is CIP and FCA.Q2: Who shall Sign Form H (No Adverse Action? Is it the bidder or its clients? How many clients should sign this form? Does this form required to be legalized by notary office/Ministry of foreign affairs?A: Both responability. Q3: Who is responsible for delivery/acceptance of the goods? Is it End user (Iraqi MoH) or UNOPS? A: UNOPSQ4: To avoid discrepancies; is it possible that client (UNOPS & End User) can perform FAT (Factory acceptance test) in our yard prior to shipping? Cost of such FAT can be borne by the bidder with no additional cost to UNOPS.A: The vendor must have the goods inspected in the manufacturer’s works by a competent authority (Third party inspector approved by UNOPS and assigned by the bidder). and submit a test certificate that the goods conform to written specifications.Q5: how many personal are required to attend the “Optional Training for driving, moving and operating & basic maintenance of Ambulances”? It is assumed that MoH personal are qualified drivers and Medics and completely familiar with the equipment required under this ITB as off course they use the same equipment in their daily jobs, hence; please clarify the purpose of the training and the required output/deliverables. A: The estimated quantity is 40 and the out put is to operating and basic maintenance. Q6: for avoidance of doubt; the goods are Tax/Customs Free. Please confirm? Additionally, please advise if UNOPS have Clearing agent in place to clear the goods at Um-Qaser port (Basra). If not, Will the bidder be required to hire clearing agent to clear the goods? Will UNOPS provide focal person with authentic letter to port authorities stating that these goods are tax/custom free to help in clearing the goods?A: All bids shall be submitted net of any direct taxes (customs duties and indirect taxes, such as sales taxes, VAT, taxes on commodities such as fuel). UNOPS will provide the bidder with all needed autherization documents.

New clarification added: Q:Do 50 boxes full of internal contents: Or just 50 pieces?A: as mentioned in the ITB document (50 Box)Q:In order to avoid any misunderstanding, kindly indicate whether if all operating spare parts , as well as replacement of oil, filters and tuneup reqularly applies for the first 12 months (One Year Warranty) only, and clarify if the next Two Year of maintenance will be (Labor Only), or includes the operating spare parts ????A:the first 12 months warranty have to include Oil, Filter and tune up regularly .the second 24 months maintenance for the ambulance that includes all operating spare parts. Q:Our company is evaluating this ITB and is looking to bid' yet the time that is given is not sufficient considering the fact that most people have just returned from their vacation.In order to allow us to prepare and submit a good and competitive bid, kindly allow for two more weeks for the tender submission.A:There is no plan to extend the deadline. Q:Could we quote for Diesel Operated Vehicles with manual gearbox.A:All specification have to matches UNOPS minimum requirement. Q:we think that there is a missing document for the ITB included the main letter of announcement and its details such as deadline, and contact person How we will submit the documents to this project to which email?A:All documents are uploaded through E-sourcing system and the submission have to be submitted at the same web page.

New clarification added: Q:We would like to ask if we can submit two different model of chassis (GMC Savana and GMC Express Van). This is due to the availability of the chassis. Please note that both chassis (GMC Savana and GMC Express Van) have the same specs and both are in compliance with the tender requirements. Example, if chosen to be the supplier, we will supply 20 Savana Van and 19 Express Van. The number may vary on the availability of the chassis at the time of order. A:Any Bid matches the minimum requirment of the technical specs can be accepted.

A:The requested is to cover two as mentioned in the technical part.Q:Can you please inform us if the Invitation to bid ref: ITB/2017/958 needs a bid security?A:Bid security is not requested. Q: Can ambulances be delivered (39) in the free zone - Jordan We are paying the transportation fee to the UN office for transportation due to concerns during the ground transport of IraqA:The delivery must be as stated in the ITB document.Q:What is the secure email for sending the tender papersA:All tender documents must be send and uploaded through E-Sourcing system.

New clarification added: Question 7:Does the spare parts for two years must be included in the prices and maintaince or only we have to confirm the spare part are availabe in the market ?Answer 7:Yes , you have to submit your price in addition to submit a spare part list price.

New clarification added: Question 5:Requested in the last sentence of the evaluation criteria that a declaration of availability of spare parts for a minimum of 2 years after sales, while in the last mandatory request under Document Ckecklist in Vendor Submission Tab in UNOPS eSourcing is to made a declaration of availability of spare parts for minimum 5 years after sales. Please indicate weather we sould conside Two or Five years in such declaration.Answer 5:The requested quantity as mentioned in the technical form is 2 years , so declaration of availability of spare parts for a minimum of 2 years.

New clarification added: Question 4:Kindly can you informed me if there is any specific car need to to used with the Ambulance car ?I mean is the GMC or Ford or Mercedas or Toyota Cars only or we can provides any other Brands car ?Answer 4:Since we are not mentioning any brand for this ITB , so any brand that can meet our minimum specification can be accepted.

New clarification added: Question 1:Ref. to baober, we would like to inquire about the bank security (bid bond) amount as this is not mentioned.In addition, we think that there is a missing document for the ITB included the main letter of announcement and its details such as deadline, un contact person, etc.Answer 1:Bid secutrity is not required , and Performance security shall be required from the awarded Bidder in the amount of [10 %] of the total Contract amount.UN contact person is E-sourcing system.Question 2:Can you please indicate the amount of BID security requested for this Tender .Answer 2:Bid security is not required as mentioned in the perticular section.Question 3:I would like to ask if there is a pre-tender meeting for this tender?Answer 3:There is no plan for pre bid meeting.
