Prepare a Strategic Health communication Plan for Tuberculosis control in Fiji
Purpose of the Consultancy
Design and develop an overall “Communications Strategy” in relation to enhancing TB case detection and treatment in communities and amongst health care workers aligned to National TB Strategic Plan 2015-2020
Background
WHO provides technical assistance for TB prevention care and control for the National TB Program in Fiji, while specialized external TA is supported through funds available under the Grant Agreement, signed by the Ministry of Health and Medical Services (MoHMS), Fiji and The World Health Organization, Western Pacific Region, Division of Pacific technical support towards the implementation of “Investments towards elimination of Tuberculosis with special focus on high risk groups and hard to reach population”. As part of WHO support to engage the community, civil society and TB patient families in TB control to end the epidemic of TB in Fiji, a suitably qualified consultant/specialist/firm will be contracted for preparing the strategic health action plan for the National TB Program in Fiji

Method(s) to carry out the activity
This overall strategy will include the following:
- Strategic Health Communication Plan – focused on communities and health care workers.
- Specific Behavioral Objective focus is to enhance the program's detection strategies by having communities present early to demand for a TB test and health care workers to think TB during preliminary diagnosis at health facilities – early detection = early treatment.
- Includes proposed communication (using Breathe Well Concept within the Wellness Framework) methodology and appropriate promotional items development for members of public as part of market segmentation for community health education and to health care workers in primary, secondary and tertiary health facilities.
- Alignment of all planned activities to the National TB Program Strategic Plan for implementation to the overall Communications Strategy – Fiji Red Cross Society, Fiji Nurses Association, National TB Programme and other stakeholders from their respective Program Implementation Plans.
- Integrated Patient Centred Care and Prevention Strategy - awareness, stigma reduction and treatment support. Family / community centred strategy is an integrated patient centred approach that focuses not only on patient care but also empowering and engaging community, civil society and family members of TB patients to participate actively to increase TB awareness and contribute to stigma reduction within their communities.
- Develop the integrated patient centred care and prevention Strategy in consultation with NTP and Wellness Centre.
- Meet the Deputy Secretary Public Health, Grant Management Unit, Wellness Centre, National and divisional TB program officials to discuss the communication strategy
- Travel and visit selected health facilities where TB services is provided and meet community leaders, patients and families to assess the type of communication needed
- Conceptualize, develop, layout, design appropriate information, education and communication materials targeting community, civil society and family members Support advocacy activities such as “TB Champions” to be carried out by patients, friends and family members through incentives and training.
Output/s
Output 1:
- A comprehensive Strategic Health Communication Plan for TB in line with the recommendations in the End TB Strategy and Wellness Framework.
- Design and layout of appropriate information, education and communication materials that is market segmented and culturally sensitive.

Specific requirements
Qualifications required
- A Post Graduate Degree in Communication related discipline or Social Sciences or Public Health or Health Promotion
- A PhD qualification will be preferable and an advantage
Experience required
- Practical experience in developing Communications Strategies and Strategic Health Communication (SHC) Plan, preferably in the area of TB/Public Health in development settings;
- Work experience for bilateral or multilateral donor organizations, evidenced by two Referenced projects;
Skills / Technical skills and knowledge:
- Demonstrated expertise in reviewing laboratory manuals and policies. Should also have basic knowledge of health system in Nauru including laboratory services and ability to identify bottlenecks and provide appropriate solutions. Experience with desk research, report writing and conduct training.
Language requirements:
- Excellent written and oral communication skills in English;
- Knowledge of Itaukei and Fiji Hindi will be an asset

Deliverable 1: A comprehensive Strategic Health Communication Plan for TB in line with the recommendations in the End TB Strategy and Wellness Framework.
Payment will be made in the following instalments:
- 0% - upon acceptance of countersigned contract;
- 40% - upon signature of contract and acceptance of work plan: for payment of air ticket
- 30% - upon acceptance of draft strategic health communication plan
- 30% - upon acceptance of final technical report with key recommendations
