INTRODUCTION:
The United Nations Office for Project Services (UNOPS) Geneva office is hosting the Stop TB Partnership Secretariat (STBP) as of 1 January 2015.
The STBP, under the direction of its Executive Director is leading the way to a world without tuberculosis (TB), a disease that is curable but still kills three people every minute. Founded in 2001, the Partnership’s mission is to serve every person who is vulnerable to TB and ensure that high-quality treatment is available to all who need it. The vision of the Stop TB Partnership is to realize the goal of elimination of Tuberculosis (TB) as a public health problem and, ultimately, to obtain a world free of TB by ensuring that every TB patient has access to effective diagnosis, treatment and cure; stopping transmission of TB; reducing the inequitable social and economic toll of TB; and developing and implementing new preventive, diagnostic and therapeutic tools and strategies. The Stop Partnership is uniquely positioned to support the development and further implementation by partners of the current and future Global Plan, acting as a coordinator and catalyst for the range of partners engaged in the fight against TB.
As a key initiative of the Stop TB Partnership, the goal of the Global Drug Facility (GDF) is to facilitate world-wide, equitable access to TB medicines and diagnostics across both public and private sectors. This goal is achieved through management and coordination of market activities for the full portfolio of TB medicines and diagnostics, strategic procurement and innovative logistics solutions, technical assistance and capacity building for TB programmes in better pharmaceutical management practices, and accelerated uptake of new TB medicines, regimens, and diagnostics using the GDF “launch pad”.
The Finance Department at the Stop TB Partnership is fully dedicated to provide financial support to GDF and as such, regular reporting and reconciliation tasks are performed by the finance team. Data is one of GDF’s key business components. GDF’s main data source is the Order Management System (OMS), through which orders for medicines and diagnostics are placed and accounted for by the GDF Country Supply Officers. At the same time the STBP’s Finance unit works with both data from the OMS, as well as from the oneUNOPS, UNOPS’ ERP system. To that end, the unit is facing many challenges with reconciling OMS data with oneUNOPS data.
PURPOSE OF THIS REQUEST FOR INFORMATION (RFI):
The purpose of this RFI is to identify potential suppliers and to gather information from industry for solutions to improve the reconciliation process between UNOPS ERP system and Stop TB’s OMS system. UNOPS, Stop TB is looking for solutions for the development of a reconciliation tool that should identify and analyse the value differences between the two systems.

New clarification added: Dear Bidder,In response to the received questions, please note the following clarifications:Q1: What is the expected delivery location where we have to place our staff for this engagement?R: The IT solution will be implemented for Stop TB Partnership, located in Chemin de Blandonnet 2, 1214 Vernier Geneva. However there is no mandatory requirement that the bidder should provide on-site consultancy for these services, as time as the needs are met through providing the solution.Q2: What is the source system and database system with respective technical stack?R: The 2 systems to be reconciled are OMS and oneUONPS. However The IT solution shall be flexible enough to reconcile data from any 2 data sources based on defined common fields.Regarding the source system, the core system behind oneUNOPS is Agresso from Unit4, however UNOPS has made a lot of customisation to it, based on the organization’s needs, so it's far from standard. Regarding the database, UNOPS uses Agresso database. Server wise it's Microsoft SQL server. And currently the reporting task forces are working in the construction of a data warehouse to facilitate task like that, so that all the information one would need will be available through it.Q3: Please clarify the meaning of an end user computing tool? Do you mean it will be for a single user or will be a central system for multiple users.R: The IT solution shall be used by the Stop TB Partnership Finance team members, minimum 4 users.
