Review of Pacific Open Learning Health Net (POLHN) sponsored Distance Flexible post graduate courses
Background
CMNHS at the Fiji National University (FNU) is the only faculty in the Pacific region that currently provides online distance flexible learning (DFL) modality public health and health service management courses. In 2006, Pacific Open Learning Health Net (POLHN) partnered with Fiji School of Medicine (FSMed) to transform FSMed’s post graduate public health and health service management Face to Face courses into DFL courses in order to provide equal academic opportunity to regional public health workers to acquire accredited courses; additionally, to build institutional capacity and strengthen relationship between POLHN and FSMed. POLHN sponsors around 100 post graduate DFL students every year.
Post graduate public health and health service management DFL courses have not been thoroughly revised since its establishment. With the changing technologies, public health information, course contents and teaching techniques, the DFL courses are due for review.

Output/s
In collaboration the WHO Pacific Health Systems and Policy team and CMNHS at Fiji National University, the contractor will:
- Review 44 DFL learner management system (LMS) platforms: platform layout; online course format; user friendliness; enrolment user skill; student support and feedback mechanism; error notification mechanism; and recency of plugin, antivirus software, security, and design;
- Review DFL faculty: qualifications; teaching technique; LMS skills; flexibility; attitude; student support mechanism; knowledge of subject; clarity of presentation; fairness in grading and course difficulty evaluation mechanism;
- Review 44 DFL courses: recency of courses and assignments; quality of content; relevance of content; clarity of information and copyrights;
- Conduct an exploratory staff and student survey and present findings; and
- Make recommendations to strengthen; 1) the LMS system, 2) the DFL unit and 3) the DFL courses to be more convenient, adoptable, flexible, and up to date.

Specific requirements
- Qualifications required:
- Postgraduate studies and/or training in online education or computer science
- Experience required:
- At least five years of work experience, with a specialisation in LMS and online teaching. Experience with curriculum development, design and evaluation would be an asset.
- Skills / Technical skills and knowledge:
- Knowledge of the Information system, Moodle and HTML; and
- Ability to design Integrated student Management System
- Language requirements:
- Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage
