REQUEST FOR PROPOSAL FOR CONSULTANCY SERVICES FOR DEVELOPEMNT OF WATER QUALITY MONITORING PROTOCOLS FOR ZAMBIA

Background

The Government of the Republic of Zambia (GRZ), through the Ministry of Health (MOH), Ministry of Water Development, Sanitation and Environmental Protection (MWDSEP) and the Ministry of Local Government (MLG) intends to institutionalize regular water quality monitoring (WQM) and surveillance at both the water resource and household level. In order to actualize this idea, there is need to review the existing WQM protocols used by different stakeholders and develop a comprehensive WQM protocol[1] in line with Zambia Bureau of Standards ZABS and World Health Organization (WHO) guidelines.

It is for this reason that the United Nations Children Fund (UNICEF) Zambia is seeking to support GRZ to contract a qualified, highly experienced institution in water quality monitoring systems to undertake the above stated assignment.

OBJECTIVEs

The objective of this assignment is to develop a relevant WQM system that shall be routinely used by all the responsible line ministries (MOH, MLG and MWDSEP) and other stakeholders in ensuring that water quality monitoring and testing is conducted regularly and in a sustainable manner to improve water resource quality and water supply services. This consultancy seeks to develop and put in place relevant and feasible WQM mechanisms that will be used to inform strategic planning and priorities of the sector to provide safe drinking water.

It is expected that the consultancy will produce WQM protocols that will be implemented in a unified system for regular monitoring of water quality at the source and at consumption points in households or in institutions such as schools or health facilities (storage / taps, etc.) in order to inform decision making processes to promote relevant approaches contributing to reduce contamination pathways.

UNICEF in collaboration with MOH, MLG, MWDSEP and other line ministries and institutions intends to support the development of relevant WQM protocols that will be implemented through national structures and with national budget at a gradually increased scale.

UNICEF hereby invites prospective bidders to submit technical and financial proposals.
