Description
UNICEF is seeking to hire a production company to produce a Virtual Reality (360) video, driven by compelling storytelling that will engage and draw empathy from decision/policy makers and the general public. The video will highlight critical issues affecting children and youth in three African countries (Burundi/Ethiopia and South Sudan). Through their stories, the film will aim to show why it’s so critical that children and young people in the countries featured are provided with the necessary support to survive and thrive, so they can play an active role in society and contribute to a more stable and prosperous future.

Clarifications May 19, 2017:
1. Q: Did UNICEF (or your division in particular) create VR previously? If so, can you provide some links to previous productions?- A: UNICEF has previously produced VR Films and supported the production of films, such as Clouds Over Sidra / Waves of Grace.
2. Q: Narration should only be done in German, is that correct? - A: There should be an English version and a German version.
3. Q: Two days of recording time are allocated per country/location, time for travel is additional. We imagine these stories taking place on rural sites. Can you let us know whether you consider 2-3 travel days per country (including international travel) would be considered accurate? - A; 2-3 days travel within countries is realistic but the international travel would be additional. However, this will vary depending on the characters/ locations identified.
4. Q: Should we provide a cost estimate for travel expenses? I read that in-land logistics and translations will be covered, which parts should be covered by our side (accommodation, food etc…)? - A: Please cover expenses for all international travel and a lump sum for accommodation / food in-country. We understand this will be rough costs as it will vary depending on country and locations. You do not need to cover any costs for travel in-country.
5. Q: As the 3 cases will be shown in 1 film, we are wondering if there will be an overarching message that UNICEF wants to showcase? If so, can you describe us what UNICEF wants to tell in the film? - A: The overarching message is related to the opportunities / support that children need at different points in their lives to survive and thrive. The pivotal moments that can change a life, for example from receiving the right medical care to treat malnutrition, to accessing education for a displaced child, to a young person being active within their own community and helping to build a more stable and prosperous future. The film should provide an overarching narrative of hope but without ignoring the realities and challenges on the ground.
6. Q: You mention that graphics might be relevant to be added in the film. Can you give us some idea what type of graphics you’d imagine? Should we quote this separately? - A: Please quote graphics separately, you may have your own ideas for graphics, for example helping in the transition from one story to the next and / or in simply introducing characters / locations. There is flexibility and we don’t have specific graphics in-mind at this point and should be considered only if they strengthen the story and overall production.
