The United Nations Children’s Fund (UNICEF) hereby invites qualified companies, NGOs and institutions to submit proposals to develop teaching and learning materials for South Sudan.

Ministry of General Education and Instruction (MoGEI) of the Government of The Republic of South Sudan approved the new curriculum in 2015 and has now decided that the new curriculum will be rollout in 2018. The development of the new curriculum is sponsored through funding from the Global Partnership for Education Programme (GPE). UNICEF works as grant agent representing the Global Partnership for Education Programme (GPE). The Ministry of General Education and Instruction together with UNICEF would like to invite Request for Proposal (RFP) from those interested eligible institution and academic agencies including textbook publishers to participate in the write-up and publishing of the high quality textbooks for South Sudan MoGEI. 

The main purpose of this invitation for Request for Proposal (RFP) is to provide the MoGEI with technical support in the write-up of textbooks which will help to improve the learning outcomes of school children who are of primary and secondary schools from primary1 to 8, and from senior1 to 4 respectively. 
The contracted institution or agencies will be expected to work closely with GPE team, UNICEF and experienced MoGEI officials from the department of curriculum development under the supervision of the UNICEF Chief of Education, Directorate of Quality Promotion and Innovation and a technical committee. All products including the trial samples will be approved by the MoGEI technical committee and UNICEF. 

The contracted institution or agencies will have the following specific objectives:

  1. To support the MoGEI in the write-up of textbooks for primary from 1 to 8 and secondary senior from 1 to 4 based on the new curriculum covering all necessary subjects;
  2. To meet the South Sudan textbooks evaluation criteria based on LTM policy by all the textbooks for the above mentioned grades based on the newly approved South Sudan national curriculum for primary and secondary schools;

The RFP response must include documentary evidence in support of core business, financial, and administrative strength, qualifications in the field of textbooks write-up and publishing.  The related experiences in carrying out the assignment of similar nature and complexity, technical and managerial organization of the agency and appropriate skills of key staff of the agency, availability of facilities and other relevant information will be an asset. 
The response should also include numbers of subjects’ specialists with their CVs, and overall capacity of the publishing company, detail budget and work plan.
