Procurement of Electrosurgical Endoscopy Set with accessories for Ukraine Hospital - UNOPS-UCC-2017-G-001

New clarification added: Q1:  concerning form D: is it necessary to attach copies of the two contracts or valid invoices proving the successful delivery, in the last three years, of the medical equipment which is equal or similar to the one required as per this RFQ, in the value of minimum USD 40.000 per contract/invoice, or we have to attach the Client references? A1: Only copies of the two contracts or valid invoices are required. Client’s references are not required for this RFQ.Q2: We have already won the tenders of UNO, and DO ask you to give us a client reference concerning our activity.A2: This module is for the purpose of the present tender only. Should you require specific references related to the previous contract/s, please send the request to our e-mail address srpc.procurement@unops.org.Q3: Question concerning  Document from Registers Agency must be provided, demonstrating that the Bidder is duly registered and is in continuous business of supplying the medical equipment which is equal or similar to the one required as per this RFQ, in the last three years. What document is it necessary to attach here? It would be kind of you to explain as we can't understand clearly.A3: We are referring to the business registration document, issued by the Business Registers Agency or other relevant Institution in your country responsible for the official registration of the companies and issuance of official documents to this matter.Q4: concerning the technical description. We have the technical part scanned. But is it necessary to print it, put stamp and signature on every page and scan it again? Or will it be enough to attach a scanned copy but without our stamp and signature?A4: There is no need to add stamp and signature to the copy of a brochure, catalogue, operation manual etc, before uploading.Q5: if we have understood correctly - all the documents are provided only to the e-system, or do we have to send you the original version?A5: the submission of the quotation and of all the relevant documents is through e-sourcing platform only. There is no need to submit the quotation or any other document at this point in any other way. 

New clarification added: Q 6: We are interested in participating in this RFQ. After studying the specification we have noticed that it has been written for a specific brand and manufacturer. We have contacted the Manufacturer but they declined to send us the offer as they (their partner) decided to participate in this project directly. This clearly indicates the restrictions for fair participation in this RFQ. Will any alternative models be acceptable?　A 6: We wish to inform you that the technical requirements stated in the tender documentation are in line with the needs of the medical staff and represent the minimum required functionality for performing non-invasive surgery using existing endoscopy system in the beneficiary’s hospital. The existing endoscopic systems are an open platform devices compatible with those produced by most of the manufacturers of electrosurgical equipment, therefore we are confident that the technical requirements did not lead to restrictions for fair participation in this RFQ.Should you have any specific example of restrictions in this RFQ related to technical requirements which would lead to only one manufacturer, we would be glad to examine it and provide you with an answer as soon as possible.Also, please note that in the RFQ are specified the required minimum (not exact) technical requirements or the performance range of the product. Should you decide to submit an offer, please specify in the Form C: Technical Quotation Form deviations of the proposed product to the specified requirements, if any.
