A graphic design consultant is required to design a brand new website for the organization that brings a unique visual identity, and a fresh approach, to our online presence. The final designs of the site, on agreement with the UNOPS project team, will then be built, developed and implemented in-house by the relevant UNOPS ICT and communications teams.

New clarification added: Regarding the technical proposal section's items, should we answer one by one in order, sistematically, or it can be answered in the presentation flow, following our own structure?We would appreciate for you to follow the sections flow for the sake of our evaluation.

New clarification added: Correction to previous clarification:Can the technical proposal be submited as a Keynote file?No, as we do not use iOS operating systems. We prefer that the technical proposal is submitted in other formats.

New amendment added #1: Dear Madam/Sir,In view of the multiple comments and concerns raised around the 8-9 weeks timeline, it’s been decided to set the timeline to 10 weeks.Therefore, the part of the Terms of Reference: Consultancy outputs, point 2 Timeline should read:"The consultant should provide a project timeline detailing when each step and sub-steps of the design work will occur. All work must be completed ready for handover to the UNOPS project team within 10 (ten) weeks of work commencing." Looking forward to your best offer,Regards

New clarification added: The 8-9 weeks to do IA, UX, Prototype (which could be necessary), design and markup does not seem plausible. We have an experienced, capable and tight team; and we feel obligated to let you know that saying 'yes' to this timeline involves considerable risk to both parties.Response:Thank you for raising your concerns regarding the timeline. However, we do not ask the winning company to do the IA of the website but only to ensure that it informs the UX and the designs (see RFP – Consultancy outputs section). We have developed the IA in-house and the package will be provided to the successful bidder. We envisioned the prototyping phase a part design process and therefore within the 8-9 week timeline.

New clarification added: In the "RFP section II", under 'Consultancy outputs', it says: Mark-ups: Once all final designs for pages, widgets etc. (included in deliverables section) have been completed by the consultant, and upon agreement from the UNOPS project team, the consultant should provide UNOPS with HTML and CSS mark-ups for the entire site design, ready for development and implementation by UNOPS in-house web developers and ICT teams. The supplied HTML 5 & CSS 3 must demonstrably support a fully reactive implementation of the designs. The consultant will be expected to demonstrate (or provide an accessible online location for UNOPS to inspect) this on a tablet, mobile phone, desktop and laptop.-Does this mean that, in addition to design, we should also cover the front end development (HTML/CSS) for the design deliverables? Or is this a separate timeline?Yes, as covered in point 1, the supplier will be required to deliver on HTML5 & CSS3 documents that will be repurposed by internal UNOPS resource for use within the selected content management system. Same timeline (refer to answer given in e.sourcing clarifications).

New clarification added: In order to answer correctly to the "schedule & budget" sections, we would like to clarify the point 7 "Mark-ups" from the "Consultancy ouputs" inside the document "Section II Schedule of Requirement TOR".-What does "HTML & CSS mark-ups" precisely imply?HTML & CSS markups implies the necessary HTML5 and CSS3 to display the pages and widgets (required in the RFP in section ‘List of design deliverables’) on the range of resolutions (required in the RFP). It should be taken as implicit that the HTML5 and CSS3 should render appropriately on the normal range of browsers in wide usage (latest and previous version of Internet Explorer/Edge, Chrome, FireFox and Safari).-We would indeed like to confirm if we will need to provide PSD or static HTML pages (without any transitions/animations) or dynamic HTML pages (with transitions/animations) - and if there's more to it?The supplier will be required to deliver PSD files as well as static HTML files or optionally ‘dynamic’ html files – if static files are delivered the supplier will be required to deliver animation mock-ups that clearly demonstrate the intended animation.

New clarification added: 1. How set in stone is the 8 week turnaround for the whole project- and is the deadline based on any external influence?see previous published questions: We would be open to consider it, but only with a maximum of one extra week.2. There are some steps in the design process we would traditionally recommend, such as wireframing and user-testing. Would you be open to us putting forward additional recommendations to the project?Yes, but it has to be clearly marked as: additional/optional recommendations (and in the separate budget breakdown as well (Form C), not part of the total price). It will not be taken into account in the technical and financial evaluation comparing all bids.3. In terms of user-research being conducted by UNOPS – what specific types of process and activity are being undertaken for this research? We just want to get an idea of the depth of research that might be present at the commencement of the project.We’ve essentially looked at the current website usability metrics on Google analytics and heat maps. We have also gathered insights from internal stakeholders who are in direct contact with our external key audiences. We’ve confronted this data with the organisation corporate priorities and the new website objectives to create a package informing the new IA; the website’s strategic pages; new content and content to archive etc.4. Has a platform for the new website been identified?Not yet.

New clarification added: In "RFP_Section II", under 'Consultancy Outputs', it is stated that the job is limited to 8 weeks. From our experience, looking at the obvious ambition of the RFP, we believe this project would benefit from some extra time in the schedule. Would you be open to consider this?We would be open to consider it, but only with a maximum of one extra week.

New clarification added: Hello - Where might I find clarifying information on each of the requested document sections? It is difficult to know exactly the requirements for each document submission from a title and nothing else (ie. difference beteween 'proposal' and 'technical proposal'). Please advise. Dear Sir,if you accessed the RFP in the esourcing and clicked on the tab "Documents", please click on each document title to open the documents and get all information. New clarification added: Good afternoon,What are the deliverables required for the proposal? Do you require everything listed in Section D of the Schedule of Requirements? Or are these required only when the contract has been awarded? If that is the case, what are we to submit exactly? Mockups and first elements of graphic charter alongside the reasoning (understanding of communications challenges etc.), schedule and proven experience?Many thanks for your helpDear Sir,Yes your submission will be evaluated on all points listed in Form D for the technical proposal. The technical part is evaluated independently and before we get access to the Form C financial. Therefore, Form C MUST be submitted separately as indicated. Your technical proposal must contain all elements requested in Form D for us to assess your bid, including examples and all what you mention in your question.Regards

New clarification added: Is the requirement for an individual consultant or a firm that can provide single consultant/ team of consultants. Response: We will accept bids from both individual consultants or companiesSection 2 of Form D mentions "Qualifications and experience of proposed team constellation". Is this expected to be addressed by an individual or a firm. Response: See question 1.Form G: Past Contracts Form needs to be filled with information of projects completed by a Graphic Designer proposed in the document or completed by the firm at large. Response: By the firm at large. But experience from the proposed designer(s) is also requested in his(their) CV(s).The current UNOPS website utilizes MS SharePoint 2013. Will the new UNOPS website also utilize MS SharePoint 2013? (Ref: page 1/7, ToR). Response: The CMS at this stage has not yet been chosen but it won’t probably be SharePoint. This should not affect the design and your proposal.It is mentioned that French and Spanish texts are usually 15-20% longer. Can we assume the same range for texts in other required languages, i.e., Arabic, Russian and Chinese? (Ref: Page 4/7, ToR). Response: Yes but this is not required at this point.Will the HTML5 and CSS markups be demonstrated onsite or is it acceptable to demonstrate using video/ web-conferencing? (Ref: Page 6/7, ToR). Response: All presentations will be done by webex.
