Management Consulting Services for preparing a transformational Project road map for the United Nations Global Service Centre (GSC) / Brindisi – Italy including satellite office in Valencia – Spain (Information Technology activities). While established in 1995 as a Logistical Base as part of the Department of Peacekeeping Operations, the UN Office in Brindisi gradually developed in size and diversified its activities to become the GSC for the Department of Field Support (DFS), gathering altogether approximately 430 staff members (as per November 2016). While main activities are Logistics and Information Technologies, completed by Training and Administrative support, the development will open for a diversification of services, with a prospective wider client base. The purpose of this Management Consulting Service is to assist the GSC Director to define a Transition Plan for developing new activities, while improving efficiency and effectiveness of the actual GSC structure. The transition shall lead to developing new services to supporting Peacekeeping Field Missions and potentially other entities throughout the UN System. It will include ongoing projects as well as prospective initiatives to come. Option for implementing these initiatives will have to be analysed, and business cases will be prepared by the Management Consulting Firm. The Management Consulting Firm will also deliver a risk analysis and mitigation plan, a detailed resource requirement to support new activities, extended to a training plan, completed by a plan for reclassification and reskilling of personnel, and Scope of Requirements (SOW) for outsourcing activities in the cases deemed applicable. The Management Consulting Firm will provide expertise for guiding GSC Transformation, including recommendations based on industry best practices, for delivering a clear road map and a detailed Project Plan for further implementation (the actual deployment of the initiatives is not part of this project). From assessment of the GSC existing activities (possible duplications and gaps), vision and goals for transformation, the Management Consulting Firm will establish a plan of action for leading to a new business model aligned with UN Secretariat vision, policy and goals, especially in conjunction with DFS strategy. The transformational plan, spanning a 3 year timeframe (budget cycle ending in June 2020) will have to be supported by a Change Management approach to accompany the transition, while staffs need to be engaged and associated to the transition plan. The Management Consulting Firm will be contracted for a period of 6 months, starting in February 2017, spending 4 months in total in the Brindisi base (with probable visit to Valencia), with a 2 month off-site period in-between (happening concurrently with an internal staffing review to be performed internally). While English and French are the working languages of the UN Secretariat all activities in Brindisi and Valencia are conducted in English, therefore all Consultants taking part to the Project will be proficient in English. In addition, the Consulting Firm shall demonstrate a 10 years activity with proven expertise in Management Consulting at strategic level for similar Projects conducted for the Public and Private sectors, on International level. The same will apply to the Consultants proposed to take part to this engagement.
