Description
Tender description: UNOPS plans to engage in a Two Year Long Term Agreement (LTA) with a possibility of extension for Metal Detectors as defined in this tender.
Based on the results of this exercise, UNOPS intends to enter into a non-exclusive LTA with the successful Bidders for the supply of Metal Detectors in support of UNOPS’ operations for an initial period of 24 months with the possibility of extension for an additional 12 months. UNOPS reserves the right to award the Long Term Agreement to multiple vendors.

New clarification added: Can we submit 2 options each from different origin ?UNOPS answer:UNOPS requierements is only one detector per lot, the evaluation will be done for the lowest price and substaintially compliant offer.

New clarification added: In Clarification dated 16 Nov 2016, UNOPS stated that it “will not extend the deadline”. However, in Amendment dated 18 Nov 2016 UNOPS extended the deadline. Please provide reasons why UNOPS issued the amendment.UNOPS answer:UNOPS extended the deadline in view of the availablility of the panel members.

New amendment added #2: Dear Sir/Madam, Kindly note that UNOPS is hereby amending the ITB_ B5001_LTA_PROT_Metal_Detector_16_132 as per below:Under the attachment IV-3: UNOPS sample contract for LTAArticle 5: PriceThe prices of the Goods in Annex I are fixed ceiling prices [Indicate: Incoterms + delivery location, e.g. “FCA Madrid airport, Spain” or “FOB Hamburg port, Germany”] (Incoterms 2010) for the duration of this Agreement, which includes any additional extension period in accordance with Article 1, above. All reductions in market prices mandated by the manufacturer will be passed on in full to UNOPS. New clarification added: Part 2 of 2STEMD proved that under varying soil conditions, the probability of detection, false alarm rates and detection depth varied significantly between detector brands. Moreover, when operating in moderately and highly mineralised soils, which are prevalent worldwide, detection depths can be significantly degraded depending on the technology offered by a specific vendor. For this LTA, UNOPS has stated: The bids will be evaluated according to the lowest priced substantially compliant offer. Please advise how UNOPS will conduct its due diligence to confirm the detection claims of the lowest priced bidder or any other bidder.UNOPS answer:The bids will be evaluated according to the lowest priced substantially compliant offer.

New clarification added: Part 1 of 2A previous LTA award took into consideration the accredited results of the Systematic Test and Evaluation Program which sought to provide true detection capabilities of commercially available metal detectors. Details of STEMD are published on the GICHD website as follows:Systematic test campaign in order to assess the capabilities of the available Commercial-Off-The-Shelf metal detectors. A two-stage approach was followed:Test and evaluation under laboratory conditions, using the European Commission - Joint Research Centre (EC/JRC) test facilities in Ispra and the tests described in the CEN Workshop Agreement for standardised metal detector testing (CWA 14747-2003), andIn-field tests in several mine-affected regions (South East Europe, Southern Africa, South East Asia), under realistic conditions using the CWA protocol. The latter opportunity was also used to collect environmental data influencing the suitability of metal detectors.AimAssist mine action programme managers to make informed choices of metal detectors and to stimulate metal detector users to provide feedback on the CEN Workshop Agreement for standardised metal detector testing (CWA 14747-2003).Lots 2 to 8 include the following specification:Can detect small metal content mines (type 72A, VS-50, PRBM-35, PRBM-3, VS 1.6, etc.), each at a minimum deph of 13cm – SpecifyUNOPS answer:Yes, this is the requirement. And we require offerors to provide detailed information. During the technical bid evaluation UNOPS may request documented evidence of T&E (i.e. acceptance trials) including accreditation, to support the information provided by bidders. This should be in accordance with guidlines detailed in CWA 14747-2003 and IMAS 03.40. The detector’s ability to perform as designed may be influnced by soil conditions, the climate, electromagnetic radiation, etc/ Therefore UNOPS require evidence of pertinent T&E which confirms that that the detector is capable of detecting these types of mines at this depth.

New clarification added: Are rechargeable batteries a UNOPS requirement or just the battery charging station?UNOPS Answer; The battery charging station is a requierement and we want to have as well rechargeable batteries. Ammendment will be done in the ITB file.

New clarification added: Do Lot 8 and Lot 9 mean magnetometers (means that detector only can find iron with a considerable mass, not suitable for detection of mines) or does it mean electromagnetic detection technology as indicated in the header? Electromagnetic detection technology is a totally different physical principle from magnetometer.UNOPS Answer: The title "electromagnetic detection" is not the correct term and it should be "magnetic locator". The ammendment will be done in the ITB file.
