Consultancy for Development of web-based search portal

It is anticipated that the International Criminal Court (hereafter referred to as the ICC) located in The Hague, The Netherlands, will shortly be issuing a solicitation for Consultancy for Development of web-based search portal. In this connection, the ICC is requesting expression of interest from qualified firms.

SUMMARY SCOPE OF WORK

The International Criminal Court (ICC) is looking for a development company to create a solution for ICC’s Case Law Database.  Search and search results representation are the main functions of the ICC Case Law Database.  It will be composed of three layers:

The Data Set Layer, HP Records Manager, is already being used by the ICC to store all official documents of the Court.  The company will be tasked to develop the Service and Presentation Layers, and provide the integration tools that will connect to the data set layer that will allow the search and retrieval of records depending on the search criteria entered.  The solution must be developed using latest generation programming languages (.NET, Java) and communicating through HP Records Manager Service API or any other means advised by the vendor. The version of Records Manager that ICC will be using for this project is HP RM 8.3.
