Description
It is anticipated that the Procurement Service of the United Nations will shortly be issuing a solicitation for the provision of professional services to support capacity building for business process improvement, using the Lean Six Sigma methodology, for an initial period of three years with the option to extend for two additional periods of one year each. In this connection, the UN is requesting expressions of interest from qualified firms who have extensive demonstrated experience in Lean Six Sigma process improvement and change management methodologies for Service in the Public Sector to support capacity building.
The capacity building project should be approached with equal emphasis on human resource and organizational development. Human resource capacity should be built through an on-the-job training approach. Individual candidates receiving training will have hands-on responsibility for improving existing processes and, through the prospective vendor’s instruction and coaching, shall be equipped with the understanding, skill, information and knowledge to perform effective process improvement applying the Lean Six Sigma methodology. Organizational capacity shall be built through the transfer and application of a common approach to identifying, prioritizing, developing, documenting and implementing process improvement projects.
Consultant services shall include but are not limited to the following activities: (1) Support the identification of, and document high level processes; (2) Support the identification of potential process improvement projects, prioritize and document; (3) provide instruction (on location along with a supplementary on-line component) on Lean Six Sigma to UN staff on the approach and methodology in five levels, Master Black Belt, Black Belt, Yellow Belt, Blue Belt (modified Black Belt specific to UN requirements) and Green Belt; (4) provide coaching to UN staff to enable development, documentation and completion of improvement and training projects; (5) enable completion and documentation of process improvement projects; (6) certification of Lean Six Sigma belts (Master Black, Black, Yellow, Blue and Green); (7) provide advice on options for the institutionalization of the business process improvement initiative throughout the global organization employing effective change management methodologies to ensure adoption and sustainability.
