Background

The WHO Community-based rehabilitation guidelines (2010) are a framework that recognises people with disability and their families are both agents of development as well as recipients of development assistance.

CBR is person-centred, and has been undertaken in the Pacific for many years, supporting a departure from traditional health-centred models of practice.  The Pacific Community-based Rehabilitation Plan of Action 2012-2014 and the subsequent second Pacific Regional Framework for Community Based Rehabilitation 2016-2021 reaffirms ‘the Pacific Way’ that is unique to the region in ensuring that people with disability and their families are part of community development.

Developments at the 2nd Pacific CBR Forum in late 2015 included the endorsement of The Pacific Regional Framework for Community Based Rehabilitation, 2016-2021 and elected a CBR Network Committee to oversee implementation of this Regional Framework, with nominees from the three sub-regions in the Pacific: Melanesia, Polynesia and Micronesia. Members of the Committee are to be drawn from governments, service providers and DPOs and a Pacific Island training institution.

CBR is continuing to strengthen in the Pacific, due to ongoing support for the inclusion of people with disability and their families in development processes, and the recognition that CBR offers an opportunity to implement the Convention on the Rights of Persons with Disabilities, in addition to addressing the spirit of the Sustainable Development Goals in leaving ‘no-one behind’.

WHAT DO WE WANT TO HAPPEN?
Overall Goal

To ensure we have a well-trained, up-to-date CBR workforce with resources appropriate to the task and context, based on innovative curricula building on and responding to local needs and contexts.

Specific tasks (could include, but not limited to)

  1. Support the alignment of university curricula on CBR in the Pacific, with the WHO Guidelines
  2. Map Pacific university curricula to identify opportunities, resources, and gaps in training across all CBR domains
  3. Facilitate CBR curriculum expansion to incorporate all of the CBR matrix domains
  4. Facilitate DPO engagement in co-design of CBR training materials and teaching methods
  5. Facilitate broader discussion between Disabled People’s Organisations and Universities regarding students with disabilities as university students

WHO ARE WE TALKING TO?

  • Primary: disabled people’s organisations, CBR service providers and practitioners, government, universities
  • Secondary: bilateral donors, faith-based organisations/churches, media, international development partners

REQUIREMENTS/DELIVERABLES
An institution or company that can review CBR training in the Pacific and develop resources to support the development of the Pacific CBR workforce

The specific deliverables should include

  1. A report considering a desk review, curriculum  mapping, and planning workshop to determine present and planned future CBR programs in the Pacific
  2. A series of no less than 5 case studies, detailing the experiences of people with disability across the CBR matrix, available in multi-media format
  3.  A training module, developed in conjunction with people with disability and their families to ensure their perspectives are brought into use for university level curricula in the Pacific.
  4. A manuscript detailing the processes above, that could be published for wider dissemination and knowledge translation.

EDUCATION/EXPERIENCE/SKILLS AND LANGUAGE

  • University degree in disability-related field, with PhD applicants highly desired
  • Experience in similar activities involving addressing training needs for CBR, including experience in curricula review and development
  • Skills required include broad knowledge of concepts and strategies related to disability and CBR; ability to synthesise knowledge and effectively express ideas in writing; and ability to coordinate with external partners
  • Language – English written and spoken fluency is essential
  • Working knowledge of the region is desirable
