Description
The United Nations Procurement Service is interested in identifying suitably qualified service provider(s) to assist the UN in the area of contract management (contract implementation, performance monitoring and quality management) in support of UN missions in Somalia / Sudan / Chad / Central African Republic / Kenya / Uganda (“mission area”). The required CCM service may include any or all of the following: A. Advise and assist with developing management systems, processes, SOPs, documentations and tools, (including implementing the necessary IT systems, data capturing system or software) for contract administration; B. Provide technical assistance to the mission for contract implementation e.g. developing the implementation plan, compliance matrix, performance management, quality management, change control, dispute/claims management and record-keeping; C. Provide advice and assistance in performance monitoring, e.g. assist in verifying the implementation of contracts against agreed milestones / deliverables / KPIs / work schedule; D. Provide technical advise and assistance for quality management, including conducting technical assessment, data-gathering, inspections and checks on the mission’s behalf; E. Provide technical advise in drafting task orders, change orders, evaluating contractor’s proposals and request for substitution etc.; F. Develop in-house training workshops and other knowledge-transfer program for such SOPs, systems, documentations and IT tools developed by the CCM service provider; The service provider(s) may be required to provide CCM services in respect of any or all of the following contracts: construction, fuel supply and services, food rations supply and services, camp support and maintenance services, vehicle services and air-transport services. The service provider(s) may be required for any or all existing and future UN missions in the mission area\ Pre-qualification Requirements The service provider(s) are expected to be an established corporation or firm of consultants, rather than individual consultants. Only service providers with five or more years of experience in contract administration / contract management / project management / performance management / quality management will be considered. The service provider(s) are expected to have a proven track record of operating in the mission area, including demonstrated expertise to deal with the technical, logistics, social, cultural and linguistic aspects of the area. Experience with UN, military or INGO operations and experiences in austere field environments are desirable. Familiarity with UN or governmental financial and procurement regulatory environment is desirable. Firm must be ready, willing and able to provide its services on-site in any part of the mission area. Firms responding to this EOI are requested to provide a facsimile response of not more than 20 pages, including information concerning: • Corporate experience, • Corporate profile, • List of consultants (please specify whether they are in-house expertise, potential hires or from intended consortium partners), • List of similar current or previous contracts over the past 5 years (specifying scope of work, nature of contract(s) overseen, duration and location), • Copies of professional certification, government registration or operating license(s), and • The most recent financial statement (including annual sales turnover, profit / loss, and a balance sheet) available.
