Background
Micronesia and Melanesia Sub-regional CBR Forum (19-21 October 2016)
Community-based rehabilitation (CBR) is a development approach focusing on empowerment, access to services and participation of people with disability.
WHO has supported the initiation and maintenance of CBR activities in the Pacific since 2012, working closely with the Pacific Disability Forum (PDF) and the Pacific Island Forum Secretariat (PIFS). The first sub-regional workshop was held in Samoa in 2013, then Honiara and Federated States of Micronesia in 2014.
Support to Pacific Island countries benefit from meetings that convene at a sub-regional level to ensure good practices can be shared, networks can be built and people can be supported to develop CBR policies and programs that benefit people with disabilities, their families and their communities.
Training on Psychosocial Disability and Human Rights (24-26 October 2016)
People with psychosocial disability experience significant barriers to participation and WHO has been supporting mental health training in the Pacific, including delivering workshops and training for a range of stakeholders.
Disability is now understood as a key human rights issue; however specific action remains needed to ensure that human rights are promoted, protected and fulfilled, regardless of the type of service. This action includes training on human rights for people with psychosocial disability, their families and support persons, health staff, service providers and government officials.
A crucial feature of running the CBR Forum and Psychosocial Training back-to-back is for several reasons. Firstly, the mental health community based services in the Pacific are limited, but could potentially benefit from closely collaboration with the CBR networks in various countries. Secondly, the CBR Forum will bring together people from across the two sub-regions in the Pacific, and provide an opportunity for select participants to remain in Fiji to join the Psychosocial Training, and which can build on future work in their respective countries. Finally, it is more efficient in terms of financial and human resource costs, to join these two events in succession.
WHAT DO WE WANT TO HAPPEN?
The aim of the Micronesia and Melanesia Sub-regional CBR Forum 2016 (19-21 October 2016) is:
- To increase knowledge of CBR as a strategy to increase the rights and quality of life of people with disabilities in Micronesia and Melanesia
- To increase knowledge of CBR practices and identify the features of successful national programs and approaches in the Micronesia and Melanesia regions
- To analyze key CBR Governance components (e.g. monitoring and evaluation) to determine how country level CBR stakeholders can be supported to develop skills for improved quality of CBR programs and policies.
- To strengthen partnerships and collaboration between government, Disabled Peoples Organizations and disability service providers across the Pacific
The aim of the Training on Psychosocial Disability and Human Rights (24-26 October 2016) is:
- Build awareness and knowledge of the Convention on the Rights of Persons with Disabilities, with a specific focus on people with psychosocial disability
- Build capacity to understand and promote human rights, recovery and independent living in the community
- Establish and strengthen networks within Fiji and the Pacific region to support greater awareness of psychosocial disability and human rights
- Identify key Fiji and regional stakeholders (individuals) who may lead or co-lead further training in Fiji or other Pacific Island countries

- Primary: Government representatives working in disability, disability service providers and representative organisations of persons with disabilities
- Secondary: international development partners
WHAT DO WE WANT TO COMMUNICATE TO OUR TARGET AUDIENCE?
- To conduct the Micronesia and Melanesia Sub-regional CBR Forum and the Training on Psychosocial Disability and Human Rights.
- To submit two reports, one on the Micronesia and Melanesia Sub-regional CBR Forum and the other on the Training on Psychosocial Disability and Human Rights.
- Workshops date 19-25 October 2016 (19-21 October for CBR Workshop, 24-26 October for Training on Human Rights)
- Location – Nadi, Fiji
REQUIREMENTS/DELIVERABLES
An institution, company or non-government entity who can:
- undertake the organization of the Forum and Training, including preparation of CBR forum and mental health training materials (excluding specific technical training materials for the Psychosocial Training which will be developed by the trainers), promotion, invitation, registration and provision of interpreters;
- undertake all logistical arrangements, including flights, ground transportation and accommodation for all the participants from agreed Micronesia and Melanesia countries, and the PDF staff attending the CBR forum and Mental Health training;
- provide all necessary participation requirements to persons with disabilities attending the forum; and
- submit two reports, one on the Micronesia and Melanesia Sub-regional CBR Forum and the other on the Training on Psychosocial Disability and Human Rights.
