Overview :

BACKGROUND / PROJECT DESCRIPTION 

The Africa region is prone to a variety of natural hazards - particularly droughts and floods, which have increased in frequency and severity as a consequence of climate change.  Compounding factors such as poverty, weak governance, high population growth, unplanned rapid urbanization, conflicts and instability contribute to making the region particularly vulnerable to the impacts of disasters.

Recurrent disasters cause a continuous deterioration of livelihoods, expose people to deeper poverty and food insecurity and undermine their resilience to future shocks and stresses.  While progress has been made in the area of Disaster Risk Reduction (DRR), the focus still remains mostly on emergency response. Post-disaster interventions are too often characterized by a lack of coordination, short term vision and poor inclusivity of affected populations.

SCOPE OF THE WORK

The main objective of this consultancy is to prepare a comprehensive study on post-disaster recovery in Africa. This study will be an analytical report backed by evidence and provide an overall picture of the status of post-disaster recovery in Africa. In so doing it will contribute to enhance the understanding and knowledge of recovery processes in the region. Ultimately, the study aims to provide insights on recovery management, policies and programmes to inform and improve future recovery processes in Africa.

EXPECTED OUTPUTS AND DELIVERABLES 

In view of its scope, it is suggested that the study will be undertaken by a team of two consultants - a lead consultant and a consultant in supporting role (co-lead). The lead consultant will directly supervise the co-lead consultant and will provide overall guidance to the conduct of the study and will be responsible for the final compilation of the product. The co-lead consultant will be supporting both the preparation of the baseline analysis and the conduct of the country case studies foreseen by the assignment.

QUALIFICATIONS OF THE SUCCESSFUL INDIVIDUAL CONTRACTOR (IC)

Education:

  • Advanced university degree in Social Sciences, Disaster Management or discipline relevant to disaster reduction.

Experience:

  • Minimum 12 years of work experience in disaster management – including 5 years of direct experience in disaster recovery processes;
  • Previous experience working with UN agencies, international organizations or Disaster Management Agency will be considered an advantage; and
  • Direct work experience in disaster management in Africa will be regarded as a distinctive advantage.

Language:       

  • Excellent oral and written skills in English and good oral and written skills in French.

Functional Competencies:

  • Proven experience in conduct of research/studies;
  • Excellent communication skills, proven ability to write clear and concise reports;
  • Ability to work under pressure and to meet tight deadlines; and
  • Excellent organizational skills.

Core Competencies:

  • Demonstrates integrity by modelling the UN’s values and ethical standards;
  • Promotes the vision, mission, and strategic goals of UNDP;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
  • Treats all people fairly without favouritism; and
