Background

Contamination by chemicals is a global issue. While toxic chemicals are found practically in all ecosystems on earth, thus affecting biodiversity, agricultural production or water resources, scientists estimate that everyone today carries within her or his body a large number of chemical contaminants, for which the health impact is not precisely known.

At the end of their life, chemicals are recycled or disposed as part of waste. The inappropriate management of such waste (e.g. through open burning) poses negative impacts on human health and the environment.

The Global Environment Facility (GEF) will continue to play a catalytic role in leveraging budgetary resources from national governments and incentivizing the private sector to contribute more to the achievement of elimination and reduction of harmful chemicals and waste.

Of all the pollutants released into the environment every year by human activity, Persistent Organic Pollutants (POPs) are among the mostdangerous. POPs are pesticides, industrial chemicals, or unwanted by-products of industrial processes that have been used for decades but have more recently been found to share a number of disturbing characteristics.

Recognizing the dangers of POPs, many countries began limiting or banning their production, use, and release. These efforts culminated in the Stockholm Convention on Persistent Organic Pollutants that was adopted in 2001 and entered into force in 2004.

The Stockholm Convention currently focuses on 21 POPs of immediate concern — pesticides, industrial chemicals, and unintentional by-products.

 

 

Duties and Responsibilities

To support the UNDP Chemicals & Waste Focal Area team in the full project cycle of the GEF including development of new PIFs / Programmatic approaches, providing technical assistance to projects under implementation, provide project monitoring, etc. The specific tasks will be further specified during the implementation of this Long Term Agreement, and includes all potential work in the context of UNDPs portfolio in the Chemicals and Waste focal area under the GEF, including POPS and Mercury. Clear demonstrated experience with the GEF is a requirement.

 The International Expert will work with UNDP under the direct coordination of the Regional Technical Advisor for Chemicals and Waste in Latin America and the Caribbean, carrying out the following services:

  • Develop new PIFs in the Chemicals and Waste (C&W) Focal area in Latin America and the Caribbean.
  • Provide technical assistance in the development of Project Development Phases (PPG)
  • Upon request, represent UNDP in technical meetings related to the Sound Management of Chemicals and Waste.
  • Provide Technical Assistance in existing C&W portfolio in LAC
  • Home based work as agreed with the Regional Technical Advisor for LAC.

Duration

The contract will enter into effect upon signature by both parties and will be for an initial 1 (one) year, with possible extension for 2 (two) additional periods of 1 (one) year each with a maximum of 140 working days.

Duty Station

Home based, with potential missions to Mexico, Chile, Ecuador, Honduras and Cuba, as detailed in the Expected Missions, below.

Payment

The consultant will receive payment based on satisfactory completion of tasks assigned.

Fees

The candidate shall quote his/her services on a per diem amount basis or professional daily fees for services based on the deliverables identified below.  All other mission travel related costs and other foreseeable mission related expenses must be quoted separately from the professional fee.

A Best value for Money approach will be used in the evaluation of the applicants, and will lead to a combined score for technical capabilities and the financial offer.  Qualified candidates, based on their technical capabilities, will receive the standard format that they must fill out to submit their financial offer

Expected Missions

During the contract the following missions are expected to take place:

The consultant has to present the following products taking in consideration his/her duties and responsibilities listed in Item 2; All mission reports should include, but are not limited to: a. Mission preparation actions (technical assistance to Government and Private Sector, mission action plan, on-site visits coordination, communications with local implementation team, project implementation plan review, previous mission follow-up recommendation review), b. Mission results, c. Post-mission follow–up recommendations.

Mexico

Four (4) missions total.  Two (2) in 2016 and two (2) in 2017. For the purpose of quoting, missions should be based on traveling to DF for five working days.

Chile                                                              

Two (2) missions total.  One (1) in 2016 and one (1) in 2017. For the purpose of quoting, missions should be based on traveling to Santiago for four working days.

Ecuador

One (1) mission total.  One (1) in 2017. For the purpose of quoting, missions should be based on traveling to Quito for three working days.

Honduras

One (1) mission total.  One (1) in 2017. For the purpose of quoting, missions should be based on traveling to Tegucigalpa for three working days.

Cuba

Two (2) missions total.  One (1) in 2016 and one (1) in 2017. For the purpose of quoting, missions should be based on traveling to Havana for three working days.

A total of 8 missions over the life of the contract.  It is expected that every mission should last between 3 and 5 working days, as stipulated above.

Missions not foreseen shall be paid to the consultant as per IC Rules and Principles.

 

 

Competencies
  • Waste Projects under the Global Environmental Facility,
  • Working experience related to the Chemical and Metallurgical industry in developing countries is ad advantage.
  • Extensive knowledge of the Stockholm and Minamata Convention related issues and of environmental policy.
  • Full knowledge of Funding Guidelines under the Global Environmental Facility

 

 

Required Skills and Experience

Qualification and requirements:

Individual consultants will be evaluated based on Combined Scoring method [Technical (70%); Financial (30%)] taking into consideration the combination of the applicants’ qualifications and financial proposal. 

Applicants that have 70% or less in their technical evaluation will not be short listed.

 Technical /Educational and Professional) Background (TS): 70%

Education:

  • Bachelor degree or equivalent degree in Engineering, Chemistry, Mechanical, Electrical or related field is required.  10 points;
  • Masters or equivalent degree in related area is desirable. 10 points;
  • Ph.D. or equivalent degree in related area is desirable.  6 points;

 General Experience:

  • Working experience of at least 5 years in coordination of GEF chemicals and wastes projects is desirable, 10 points.
  • Profound experience in the preparation of PIFs is desirable e-waste proposals, PCBs, POPs pesticides, up to 15 points.
  • At least 10 years of experience in industrial and environmental-related projects in developing countries is required, 10 points.

 Communication Skills:

  • Proficiency in both English and Spanish is required, 9 points.
