Short Term Consultant - Communication and Advocacy on Antimicrobial Resistance
Background
Antimicrobial resistance (AMR) is a global public health problem that threatens the achievements of modern medicine and the Sustainable Development Goals (SDGs). In the Western Pacific Region, AMR is becoming an increasing problem with multiple pathogens exhibiting resistance to one or more antimicrobials. Actions towards achieving equitable access to effective and safe antimicrobials and health technologies through regulatory and supply chain strengthening and promotion of rational use by prescribers and consumers is the cornerstone to strengthening systems for containment of AMR in the context of Universal Health Coverage and achieving the SDGs.
The Action Agenda for Antimicrobial Resistance in the Western Pacific Region, which was endorsed by the Sixty-fifth session of the Regional Committee for the Western Pacific aims to contain AMR through raising awareness and developing multi-sectoral national action plans, building capacity for surveillance of AMR and antimicrobial use as well as strengthening the health system. In 2015 the Global Action Plan on Antimicrobial Resistance was also endorsed at the Sixty-eighth session of the World Health Assembly, urging Member States to develop National Action Plans and optimize the use of antimicrobial medicines.
In view of this, it is proposed to recruit a consultant on antimicrobial resistance based in the Regional Office to ensure that necessary technical support is provided to countries in the Region to preserve the effectiveness of antimicrobials and ensure equitable access.
Purpose/Specific Objective of the Activity
To support Member States to develop and implement policies, regulatory and financing mechanisms that ensure equitable access to effective and safe medical products and technologies of assured quality and their rational use by prescribers and consumers.
Description of activities to be carried out
Under the supervision of EMT/WPRO and liaising with the Public Information Office (PIO)/WPRO, the contractual partner will perform the following functions:
- Provide support to the conceptualization, development and delivery of communications and advocacy products on AMR
- Provide technical assistance for the WPRO national stakeholder meeting on AMR to be held 2 to 4 November 2016
- Strengthen awareness of AMR and rational use of antimicrobials in countries in the Region including providing technical support for planning and monitoring and evaluation of national campaigns for World Antibiotic Awareness Week 2016 (14 to 20 November 2016)
- Promote the tripartite led initiative on AMR through regular communication with FAO and OIE regional and sub-regional counterparts

Communications, report writing, website updating, organizing meetings and campaigns
Description of the tasks/process involved in carrying out the activity
Using standard WPRO facilities, the consultant will liaise closely with Coordinator/EMT and Public Information Officer (PIO), regional and country office colleagues through emails, Skype (if necessary) in performing the terms of reference.
Education
- Essential: University degree in communications, journalism, or political, social or health sciences.
Experience
- At least 2-3 years of relevant experience at the national and international level in relevant field.
- Previous work experience with the UN system would be an advantage
Skills
- Knowledge of principles and practice of public health communication and advocacy, with experience in resource-limited settings
- Strong knowledge of antimicrobial resistance and risk factors
- Ability to work independently and in a team
- Excellent interpersonal and communication skills
- Computer literacy (Word, Excel, power point etc.)
- Working knowledge of Adobe Illustrator and WordPress
Languages
- Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage
Additional information
- The contract may be renewed after the initial period based on performance and funding situation. The salaries are based on the WHO consultant rates. Transportation to Manila will be paid.
