Consulting services for the Improvement of Document and Multimedia Management
United Nations Educational, Science and Cultural Organization (UNESCO) hereby invite qualified entities to submit their expression of interest for a planned solicitation process as follows:
Objectives and Scope
Under the project of Improvement of Document and Multimedia Management, Consulting services related to:
- Library management,
- Knowledge sharing and dissemination,
- Digital multimedia libraries and institutional repositories planning
- Analysis of Requirements and Drafting of tender documents.
Expected Procurement Components
- Gathering of existing information and Analysis of the present situation, formulation of at least 2 possible scenarios of improvement, definition of the first phase based on a fixed budget that will be defined. Drafting neutral tender documents for the procurement of a new system solution, and the possibility of project management assistance.
- We estimate that the length of the assignment would be between 10 and 15 days. This time does not take into account the possibility of assistance on project management
- The consulting firm shall have a core activity in the consulting and advice services on the domain of library and multimedia technologies, namely integrated library management systems, electronic resource management systems, institutional repositories and search and discovery services. It shall have knowledge of challenges linked to handling a wide range of collections, including paper and digital textual resources, videos, sound recordings, and external electronic resources, as well as those linked to handling a multilingual collection.
- It should be knowledgeable in all functional aspects, such as metadata management, circulation, acquisitions, serials, digital asset management, access and user management, dissemination, preservation, reporting and analytics.
- The consulting firm shall demonstrate experience in audit of physical and digital library systems of documents, publications and multimedia, needs analysis, workflow analysis, market analysis, and drafting of tender documents for the procurement of solutions.
- It should have worked with academic and/or specialized libraries or other institutional document and multimedia repositories in the areas described above. It shall fully take into consideration trends and developments in the sector, such as social media integration, cloud services and linked open data in libraries.
- It shall be independent and impartial, e.g. advise on possible solutions regardless of the product editor and whether they are open source or proprietary.
- By no means the company should be associated to system integrators or software editors.

In order to be considered, interested entities should submit their Expression of Interest including the following information:
- Brief presentation of your enterprise including number of staff, turnover, years in business
- Reference list demonstrating your qualifications for participating in a planned upcoming solicitation process, with a brief description of the relevant consulting projects.
- Contact information (full name and address, country, telephone and fax numbers, e-mail address, website and contact person)
- The Expression of Interest can be submitted in English or French
The Expression of Interest and accompanying documents must be received by UNESCO no later than Wednesday 04 May, 2016 18:00 by e-mail to j.frias-velatti@unesco.org (Maximum 10 pages)
This request for Expression of Interest does not constitute a solicitation. No further details of the planned solicitation can be made available prior to issuance of the solicitation documents.
UNESCO reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. UNESCO also reserves the right to require compliance with additional conditions as and when issuing the final solicitation documents.
Submitting a reply to a call for EOI does not automatically guarantee receipt of the solicitation documents when issued. Invitations to Bid or Requests for Proposals and any subsequent purchase order or contract will be issued in accordance with the rules and procedures of UNESCO.
